Description
The Naval Air Systems Command (NAVAIR), V-22 Osprey Program (PMA 275), Patuxent River, MD intends to negotiate and award a sole-source, Cost Plus Fixed Fee (CPFF) Delivery Order, N0001918F1645 under the Basic Ordering Agreement (BOA) N00019-17-G-0002 to Bell Boeing Joint Project Office located at 401Tiltroter Drive, Plant A, Amarillo, TX 79111-1200 for the procurement of MV-22 IASE A-Kits, APR-39D (V) 2 A-Kit, Non-Recurring Engineering (NRE) for the integration and, test of an AAQ-24 Upgraded Processor on MV-22B, and NRE to allow the install of the APR-39D(V)2 in the CMV-22 Production line and the Retrofit line. In addition, the effort is to include additional NRE for the integration, including supporting Flight test, of the upgraded processor based AAQ-24C(V)27 with ATW system on CV-22 aircraft. This acquisition is being pursued on a sole-source basis under the authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, "only one responsible source and no other supplies or services will satisfy agency requirements." The Bell Boeing Joint Project Office is the sole designer, developer, and manufacturer of the V-22 Osprey aircraft and therefore is the only company that has the requisite knowledge, experience, technical data, and qualified expertise to successfully perform aircraft modification for the support fleet and program requirements. Companies interested in subcontracting opportunities should contact the Bell Boeing Joint Project Office directly. This synopsis is not a Request for Proposals. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement. All responsible sources may submit a capability statement, which shall be considered by the agency.
