Description
Under the authority of FAR 6.302-1, The Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Natick Contracting Division contemplates an extension to an existing task order currently set to expire 31 January 2018. Pursuant to FAR 6.302-1, when supplies or services required by the agency are available from only one responsible source full and open competition need not be provided for. Any determination not to compete a contract action is solely within the discretion of the government. ACC-APG, Natick Contracting Division is issuing this Sources Sought Notice as a means of conducting market research to identify parties having an interest in and the resources to support a requirement for Support of Non-Intrusive Inspection Systems (NIIS) continuity of services including onsite maintenance, technical support services, training services, training materials, spare parts, and management of NIIS spare parts inventory located in the Contiguous United States (CONUS), Southwest Asia (SWA), and the Horn of Africa (HOA). There are 170 systems expected to be sustained in this action based on the current number of fielded systems currently maintained / sustained. The applicable North American Industry Classification System (NAICS) code assigned is 541330. There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and 2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Responses must not exceed five - 8.5 x 11 inch pages. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) provide services under a performance based service acquisition contract; and 4) rapidly deploy assets on short notice OCONUS. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government will not accept unsolicited proposals in response to this Sources Sought Notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice no later than 5:00 p.m., Eastern Standard Time (EST), on 23 January 2018. All responses under this Sources Sought Notice must be emailed to Ben Hoell, Contract Specialist at Benjamin.g.Hoell.civ@mail.mil. Responses must not exceed five - 8.5 x 11 inch pages.
