- NON-COMPETITIVE SYNOPSIS ***PLEASE CONTACT KELCEY EDDINGS WITH ANY TECHNICAL QUESTIONS OR TO SUBMIT CAPABILITIES TO KELCEY.A.EDDINGS@NASA.GOV *** NASA/MSFC has a requirement for the TWI EchoTherm IR NDI System-64 Bit system to enable Marshall Space Flight Centers (MSFC) Damage Tolerance Assessment Branch (EM21) to maintain the Infrared Thermography (IRT) Nondestructive Evaluation (NDE) capability. IRT is the primary inspection method to be used on the Payload Attach Fitting, a major project spanning several years. The TWI system ensures direct compatibility with IRT systems in use at MSFC for flight hardware production. TWI software provides analysis capability, specifically the analysis of 1 st and 2 nd derivative data processing, which is unique and vital to inspecting hardware. In addition, this ensures that the MSFC NDE team will be able to directly import images acquired by other NASA centers when an EM21 review or concurrence with IRT findings is required. IRT is one of the most heavily used NDE methods and is one of the few portable techniques. It is used by virtually every major NASA flight component. NASA/MSFC intends to procure these items from Thermal Wave Imaging on a sole source basis. The Government intends to acquire this commercial item using FAR Part 12. All contractual and technical questions must be in writing e-mail to Kelcey Eddings at kelcey.a.eddings@nasa.gov no later than Jan 11, 2018 by 12:00 P.M. CST. Telephone questions shall not be accepted. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact (KELCEY.A.EDDINGS@NASA.GOV) no later than January 16, 2018 by 4:00 p.m. CST. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
