- Justification and Approval for other than full and open competition The U.S. Army Corps of Engineers- Vicksburg District (MVK), has a requirement furnish all materials, equipment, supplies, and labor to repair/rebuild two 21 cubic inch Dynapower pumps for the U.S. Army Corps of Engineers Mat Sinking Unit. In accordance with Federal Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Government intends to award a sole source purchase order to Motion Industries, 1308 Commerce Street, Ruston, LA for the supply and furnishing of all necessary parts and labor to rebuild two 21 cubic inch Dynapower pumps as necessary in order to get the equipment back to the operational specifications, under the authority of FAR 6.302-1(a)(2) only one responsible source and no other supplies or services will satisfy agency requirements. The NAICS code for this requirement is 335312 with a size standard of 1,250 Employees. A copy of the sole source justification prepared using the format at FAR 6.303-2 is posted as an attachment to this notice. The Mat Sinking Unit is in need of a contractor to be able to provide repairs using OEM replacement parts to ensure that the rebuilt pumps will meet original performance characteristics. Motion Industries has the ability to order and install OEM parts in order to meet standard manufacturer's performance characteristics. No other sources in the area have been found to be able to perform the work. Other vendors in the area were contacted last year for the same requirement and none were willing to quote the work. The only known vendor that has demonstrated ability to be able to complete the scope of work is Motion Industries in Ruston, Louisiana. This Notice of Intent is not a request for competitive proposals. This is not a Request for Quote (RFQ) or Request for Proposals (RFP); and one will not be issued based on this notice. No solicitation is available for this procurement and will not be issued. Nevertheless, any responsible firm or individual that believes it is capable of meeting the Vicksburg District's requirements described herein may submit a capabilities statement; which, if received within seven (7) calendar days of the date of publication of this announcement, will be considered by the agency. The information must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. Responses to this posting must be submitted via e-mail, oral communications will not be accepted. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete the described purchase order, based upon responses to this notice, is solely within the discretion of the Federal Government.
