SMALL BUSINESSES ARE ENCOURAGED TO PARTICIPATE. NAME: Sustainable Green Cleaning Products & “Vendor Managed Inventory” Service Indefinite Delivery Indefinite Quantity (IDIQ) PROJECT OVERVIEW : The Architect of the Capitol (AOC) plans to award a single award Firm Fixed Price (FFP) Indefinite Delivery / Indefinite Quantity (IDIQ) contract for Sustainable Cleaning Products & “Vendor Managed Inventory” Services. The contractor shall provide all management, supervision, transportation, labor, materials, supplies, and equipment; and shall plan, schedule, coordinate, and assure effective performance of all products are delivered on time, Inventory management of all products are reordered, restocked, and all reports submitted per schedule (5.3 Deliverables and Reports). The Request for Proposal is for the following tasks of the above-named solicitation - Sustainable Cleaning Products - Vendor Managed Inventory (VMI) - Paper Products - Training & Certification - Preventive Maintenance Checks and Services (PMCS) The contractor shall provide hands-on training with currently used products on the inventory, as well as training certification for of all new custodial supervisors, employees, laborers and shop employees on the proper usage of those products. The contractor shall be required to demo new products on today’s open market that may be beneficial to the AOCs needs. **NOTE** This IDIQ will be OPEN to the Capitol Campus and to any agency within the Legislative Branch. The following AOC Jurisdictional Buildings that are included within this IDIQ are listed below; U.S. Capitol U.S. Capitol Visitor Center (CVC) Hart Senate Office Building (HSOB) Russell Senate Office Building (RSOB) Dirksen Senate Office Building (DSOB) Senate Employees Child Care Center Daniel Webster Hall Page Dorm Thomas P. O'Neill Jr. Federal Building (OHOB) Rayburn House Office Building (RHOB) Longworth House Office Building (LHOB) Cannon House Office Building (CHOB) The below-listed Buildings could fall under this IDIQ Contract, in addition to the list above. Ford House Office Building (FHOB) U.S. Botanic Garden Thomas Jefferson Building (TJB), Library of Congress James Madison Memorial Building, Library of Congress John Adams Building (JAB), Library of Congress Supreme Court of the United States Thurgood Marshall Federal Judiciary Building ------------------------------------------------------------------------------------------------------------ DUE DATES: The due date for all questions and answers will be by 17:00 (ET) January 18, 2018 All questions regarding the solicitation are to be submitted to the Contracting Officer, via email at dfuqua@aoc.go. Questions received after this time may not be answered. The Government will post the final questions and answer as soon as practical after questions are due. The due date for receipt of proposal will be by 17:00 (ET) February 8, 2018 **Note** PROPOSAL SUBMITTAL : Offerors are to submit their proposal by email only. Hard copies, facsimile, hand carry will not be accepted. When sending proposals. Each separately attached email (Technical & Cost) shall be less than five (5) megabytes (MB) per email. It is the responsibility of the interested party to ensure that the designated office receives the complete proposal (files) by either reducing the file size or breaking it down into smaller attachments/emails. Example: Subject: RFPHB180027- Part 1 of 4 Attached files - Section B (Cost Proposal) Excel - Technical Proposal 1a - Technical Proposal 1b --------------------------------------------------------------------------- The contract term shall have an estimated Base year from Date of Award through October 31, 2018, plus four one year options with an optional six-month extension. ----------------------------------------------------------------------------------------------------------- Offerors are advised that the AOC is a legislative branch entity and as such is NOT subject to the Federal Acquisition Regulations (FAR). However, this project will be solicited using a Request for Proposal (RFP). The intent is to award a single Firm-Fixed-Price contract. The RFP and any subsequent amendments will be issued in electronic format only on the Federal Business Opportunities website (www.fbo.gov). The attached details the requirement for the Sustainable Green Cleaning Service.
