- W912ER18R0019 This is a Sources Sought Notice and should not be construed as a solicitation announcement. The U.S. Army Corps of Engineers (USACE), Middle East District (TAM) is seeking preliminary information, for market research purposes only, from capable and reliable sources who may be interested in submitting a proposal to provide unscheduled repairs to drinking water systems (WTP) located on Afghan National Army (ANA) and Afghan National Police (ANP) bases and installations throughout all of Afghanistan. Unscheduled repair is defined as a repair not associated with normal scheduled maintenance activities. The purpose of this notice is to gain knowledge of potential local qualified businesses concerns, capable of performing unscheduled maintenance repairs to WTP systems in Afghanistan. Since all of the work will be performed outside of the continental U.S., no set asides or socioeconomic preference of any sort will be granted. TAM has a requirement for unscheduled field maintenance of WTP systems throughout Afghanistan. All work shall be performed in accordance with industry and safety standards. Interested vendors must be capable of diagnosing and performing non-routine repairs to drinking water systems. Examples of types of unscheduled repairs include well rehabilitation, well-drilling, water testing, water analysis and super-chlorination to name a few. Interested companies must have the ability to identify and make recommendations on the type of WTP repair required. TAM anticipates award of Blanket Purchase Agreements (BPAs) to multiple vendors to meet the needs of the repairs required country-wide. Each BPA may have up to a 5-year period of performance with annual pricing validations. Awards of the BPAs shall be issued as limited competition under the authority of the U.S. Public Law 110-181, Section 886 (Afghan First Program) and implemented in Defense Federal Acquisition Regulation Supplement (DFARS) Subpart 225.77, Acquisitions in support of Operations in Afghanistan. As such, a solicitation for this commercial service requirement will not be issued. Determination of technical capability will be made based on responses to this notice. Response Requirements: Interested companies must be registered in the System for Award Management (SAM), have a current Commercial and Government Entity (CAGE) code and be eligible for Section 886 awards. Interested offerors, that meet the requirements above, are encouraged to submit a Statement of Capability (SOC) in response to this notice. The SOC must include the following: (a) At least two (2) contracts (including current point of contact information) in which the interested company served as either the prime contractor or a subcontractor (performing a substantial portion of the work described above) in Afghanistan; (b) Provide a statement of your firm's ability to execute projects in variances provinces throughout Afghanistan. (Firms are not required to have the capability to work in every location. The Government is interested in the location(s) your firm can successfully Perform; (c) Years of company experience maintaining similar services in Afghanistan; (d) Proof of Joint Contingency Contracting System (JCCS) registration. JCCS is the primary system for host nation vendor vetting for U.S Central Command. Please provide the JCCS company ID. Vendors must be registered in JCCS in order for USACE to determine eligibility for award. Information on JCCS registration is available at the following web-site: https://www.jccs.gov/olvr/bta_jccs_default.aspx; (e) Provide a copy of your firm's valid (non-expired) domestic (D) AISA license; and (f) Proof of SAM Registration The SOC must contain a cover letter including the company name, CAGE Code, local address, point of contact, telephone and e-mail address. The SOC must be submitted via e-mail to the following address by 16 January 2018: William.J.Mahon2@usace.army.mil. Please include the following in the subject line: Sources Sought, Afghan WTP Repairs. The submission of this information is for planning purposes only to determine industry interest. It is not to be construed as a commitment by the Government to procure any services, nor does TAM intend to award a contract on the basis of this request for information or otherwise pay for the information solicited. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL AND PROPOSALS RECEIVED AS A RESULT OF THIS NOTICE WILL NOT BE ACCEPTED OR EVALUATED.
