PMTL Boilers Signs JBER Confined Space Inventory Facilities Equipment to receive Preventative Maintenance Performance Work Statement Sources Sought/Market Survey for Base Operations Maintenance Services Joint Base Elmendorf Richardson, Alaska Sources Sought Response Instructions This Sources Sought is for planning purposes only and is a market research tool to determine availability and adequacy of potential business sources. The Government is under no obligation to pay for information submitted in response to this Sources Sought. All the information submitted will be considered and treated as public information. The vendor should not include any pricing or proprietary information. This is not a Request for Proposal or Quote; therefore, responses to this notice will not be accepted as offers. THIS IS NOT A REQUEST FOR PROPOSAL. Responses will not be considered as proposals, nor will any award be made as a result of this notice. Any information provided by interested parties to the Government is strictly voluntary. The Air Force will NOT be responsible for any costs incurred by interested parties in responding to this notice. Contact with other than 673 CONS Government personnel by potential offerors or their employees regarding this project is prohibited. The businesses responding to this Sources Sought Notice must provide a Statement of Capabilities addressing the following: Demonstrate the skills, experience, knowledge, and capabilities necessary to perform the support services for the requirements specified within the Draft Performance Work Statement (PWS) attached to this announcement. Statements should address the specific requirements of the PWS and identify the firms' specific skills, experience, knowledge, and capabilities to complete these requirements, including, but not limited to a description of corporate experience with similar projects. The primary NAICS Code for this requirement is 561210 (Base Facilities Operation Support Services). Please provide the information requested in each of the following sub-sections: 1.1.1 Business Information 1.1.2 Capability Information 1.1.3 Program Concerns & Risk 1.1.1 Business Information - Company Name - Address - Point of Contact - CAGE Code - Phone Number - E-mail Address - Web Page URL - North American Industry Classification System (NAICS) Code - A statement as to whether your company is domestically or foreign owned (if foreign, indicate the country of ownership) ¬ Based on the above NAICS Code, state whether (Yes / No) your company is: - Small Business - Woman Owned Small Business - Small Disadvantaged Business - 8(a) Certified - HUB Zone Certified - Veteran Owned Small Business - Service Disabled Veteran Owned Small Business - Registered on System for Award Management (SAM) - Indicate whether your firm possess an approved Defense Contract Audit Agency (DCAA) accounting system 1.1.2 Capability Information Describe your company's capability to deliver a solution to the listed requirements. Ensure your submission addresses the following areas of interest to the Government: ¬ Identify those portions of the requirements in which your company is capable of meeting as well as those requirements which fall outside your scope of expertise or would require a teaming arrangement to fulfill. As part of your response, indicate whether you have any current arrangements with third-party companies who may be interested in partnering in order to provide a full solution to the Government's requirements. ¬ List and describe specific past performance which you believe to be relevant to this effort and the stated requirements. Please limit your relevant feedback to the past five years only and include the following information: - Contract Number(s) or Customer/Company Name: - Point of Contact (POC): - City/State of Contract Performance: - Type of Contract Vehicle and CLIN structure: - Customer Contracting POC Email address: - Customer Contracting POC Phone number: - Brief description of your direct support of the effort - Market research is still being conducted on contract type (i.e. FFP, Cost Reimbursement) and CLIN structure. - What does your company suggest and why? What is the normal contract structure for the commercial/non-commercial market place? - Does your company have experience servicing this magnitude/type of requirement in an Arctic environment? Please list relevant Sub-Arctic experience. 1.1.3 Program Concerns and Risk Provide any additional feedback regarding the described program which you feel is relevant to the Government's market survey. In addition, based upon your experience with similar contracts and efforts please identify any other issues, situations, or processes you perceive as risk areas. 1.1.4 Submission Requirements Potential sources should only submit the minimum information necessary and shall not exceed twenty (20) pages. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. The Government may contact potential sources for additional information as required. Interested parties considering themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 11:00 AM (AKST) 1 Feb 2018. Please submit all documentation by email in PDF format and state in the subject line "Sources Sought Response BOMS." Responses received after this date and time may not be reviewed.
