- The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG), MD 21005 intends to award a 8-month Cost-Plus Fixed Fee (CPFF) term, level-of-effort (LOE) type ceiling increase for Headquarters and Directorate Support (HQDS) Services in support of the U.S. Army Redstone Test Center (RTC), to Five Stones Research Corporation, 5767 Cove Commons Drive STE 103, Brownsboro, AL 35741-9745, CAGE Code: 4R7E0. This ceiling increase will allow for continued performance of services currently performed under contract W31P4Q-14-D-0002, under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Sole Source Ceiling Increase will allow for additional services, for a period from 01 March 2018 thru 31 October 2018, consisting of a 6.5-month base period, and a 45 day option period for transition to allow for the follow-on effort to be re-competed and awarded. The follow-on effort is being referred to as Redstone Test Center Directorate and Support Services (RDSS). The Government is seeking information from vendors related to their capabilities under NAICS Code 541715 as they relate to the applicable work to begin on 1 March 2018. This is not a request for proposals or quotations. No Statement of Work will be provided. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to proceed with this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether the procurement method is in the best interest of the Government. Interested parties may identify their interest and capability to respond to this requirement, no later than 5:00 pm EST, 10 January 2018. All information submitted should support the offeror's capability to provide the services required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide the services. Verbal responses are not acceptable and will not be considered. Responses may be submitted via email if the total file size is less than 5MB.
