- This is a Request for Information for wheel and tire equipment maintenance. The 379th Contracting Office is looking for contractors who can fulfill the requirements listed below. This posting is not a request for quotes. No quotes will be accepted at this time. PERFORMANCE WORK STATEMENT EQUIPMENT MAINTENANCE 1. DESCRIPTION OF SERVICES: The contractor will provide immediate maintenance, repairs and preventative maintenance for Wheel and Tire Equipment listed below in accordance with the list provided in Section 2, Task Requirements and standard commercial practices for the following pieces of equipment: 1 ea BAUER Nitrogen Compressor, Model # SNGII-40815-230-3-60, 1 ea BAUER Nitrogen Bottles, Model # R2X2V-UN-50-BULK08, 2 ea BAUER Universal Wheel Build up Station, Part # 8071007-P3 and...P4, 1 ea BAUER Assembly Torqueing System, Part # 8731004-P7, 1 ea BAUER Bead Breaker, Multi, Part # 8621003-P3, 1 ea BAUER Guard Safety Tire Inflation, Dual, Part # 5871007, 1 ea Automated Cleaning Technology Inc., Model ACT Super 4 Wash S/N ACT 1555-05, 1 ea Columbus Jack Corp. Tire Beed Breaker, Model # 715J1000EX, 1 ea Nugier Hydraulic Press, Model number H60-7, 1 ea So-Low Ultra Freezer, Model number C40-3, 1 ea Westward Small Part Cleaner, No Model Information, 1 ea JAYCO Large parts washer and ALL Sub-components (Lift and safety mats), Model Number WWU-5260, 1 ea JAYCO Small parts washer, Model Number WWU-4824, 1.1. Unless otherwise stated, contractor shall provide supervision, personnel, maintenance equipment, transportation, tools, labor, and other incidentals necessary to inspect and maintain the equipment noted above at Al Udeid Air Base (AUAB). The contractor shall function as an integral team member of AUAB and shall share information with other integral team members, such as Government personnel. 1.1.2. For purposes of this performance work statement (PWS), immediate maintenance and repairs and preventative maintenance refers to those necessary repairs to bring the equipment back to safe and working order and to ensure no further problems exist. In the absence of the directives listed in this PWS, the contractor will use standard commercial maintenance practices. Government refers to the United States Government and the United States Air Force as represented by the Contracting Officer (CO), or appointed Contracting Officer's Representative (COR). Contractor refers to the Contractor, Subcontractor, and Contractor and Subcontractor personnel. 1.2. Contractor Personnel: The Contractor shall not employ persons for work on this contract if such personnel are identified to the Contractor by the Contracting Officer (CO) as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population. The Contractor shall provide a contract manager who shall be responsible for the performance of the work. The contract manager shall oversee all contracted operations and each shall read, write, speak, and understand English fluently in order to effectively communicate and use technical manuals and references. Contractor personnel shall be qualified to perform tasks outlined in this PWS. The Contractor shall notify the CO of the departure of an individual in a key position (contract manager), and identify their substitution or replacement. The Contractor shall provide contact information for key personnel before the start of work. The contract manager shall be available for a meeting or teleconference within 48 hours of the CO's request. 1.3. Host Nation Requirements: The Contractor shall be responsible for coordinating with the Unit Pass Coordinator (UPC) for obtaining any necessary licenses, permits, visas, etc. required to perform this contract and for complying with any laws, codes, and regulations applicable to the performance of work in the host nation. Prime Contractor and all subcontractors will have a Commercial Registration for the Country of Qatar. The Contractor shall be responsible for coordinating all base access passes and badges with UPC. 2. TASK REQUIREMENTS: The Contractor shall provide all personnel, parts, labor, equipment, tools, materials, supplies, vehicles, supervision, and other items and services necessary to perform equipment maintenance and repair. The contractor shall ensure that all work is performed in a manner to prevent any detrimental effects to the environment, equipment, or personnel. The contractor shall also perform to the standards in the contract as well as the host nation regulations and Overseas Environmental Baseline Guidance Document. 2.1. Preventative Maintenance/Inspection Requirements: The contractor shall perform Semi-Annual maintenance/inspections on all equipment listed in Section 1, DESCRIPTION OF SERVICES. The contractor shall notify the CO and/or COR within 24 hours of findings in the event of malfunctioning equipment that cannot be readily fixed where a reduction in services is likely to occur. The contractor shall provide a timeline as to when the equipment will be operational. 2.1.1. Wheel and Tire equipment (All Model numbers) preventive maintenance/repairs shall include, but is not limited to: 1. Check overall condition of listed equipment. 2. Check the operation of listed equipment. 3. Check all electrical wires. 4. Check all connectors for looseness/defects. 5. Clean/remove all dirt from equipment. 6. Check fault indicators. 7. Replace any/all unserviceable/inoperable pieces/parts. 8. Perform any lubrication/servicing necessary. 9. Perform operational check. 2.2. Work Hours: The contractor is to notify the CO/COR 72 hours before arrival by email with an arrival time and date. The hours of operation will be 8:00AM AST to 5:00PM AST. 2.4. Cleanliness: The contractor shall leave the work area in same or better state after completion of work. If hazardous waste is generated, it shall be placed into the appropriate drums provided. The contractor shall not leave more than two (2) pieces of foreign objects and debris (FOD) for each day on site. 2.5. Debrief: The contractor will debrief the CO/COR before leaving the facility on the last day on station. This debrief is to include preventative maintenance performed, any repairs performed, and a list of parts that were used during maintenance operations. The contractor will also provide recommendations to prevent future problems. The contractor shall establish a maintenance tracking system that will allow for a maintenance history on each piece of equipment. At a minimum, that tracking system shall track: The equipment type, equipment location (building number, room number, or dock number), tracking serial number, last date of service, servicing technician, running hours if available, last service completed, major future service schedule, and parts used during the service. A written debrief will be sent to the CO/COR within seven (7) business days after departure of AUAB. 3. PARTS: If parts are needed to perform preventative maintenance, the contractor will supply the parts. If parts are not available through the customer, the contractor will submit a price quote to be approved by the CO and COR prior to purchasing any required parts. END of PWS
