Contract Clauses Combined Synopsis/Solicitation Provisions Due to limited sources available for this piece of equipment, this solicitation will be awarded to: Silvana Import Trading Inc. 4269 Rue Sainte-Catherine O Bureau Montreal, OC, Canada H3Z-1P7 Combined Synopsis/Solicitation Solicitation Number 12569R18Q0004 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as an RFQ. The documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-96. This procurement is for full and open completion. The NAICS code is 333111 and the Small Business Size Standard is 1250. Schedule of Items: One (1) Disc Trencher - comparable to the Bracke Forest T26b Disc Trencher Description of Requirement: Scarifying disc trencher capable of handling the most troublesome terrain that may be littered with stones, slash, and stumps, utilizing hydraulics with load sensing valves that connect to the prime mover of the equipment. The trencher must be capable of adjusting discs to different widths and angles and utilizing variable ground and lifting pressure. Control of these adjustments should be accessible from the cab of the prime mover with a control lever and a displayed screen. Delivery Details/Period of Performance: To be delivered to the USDA Forest Service, Huron Manistee National Forest, Mio Range Station, 107 McKinley Drive, Mio, MI 48647 within four to six weeks after award. Pricing to include delivery price. Items IBR can be viewed in full text at http://www.acquisition.gov/far/ COMMERCIAL FAR CLAUSES AND PROVISIONS: 52.212-1 Instructions to Offerors - Commercial Items (JAN 2017) 52.212-2 Evaluation - Commercial Items (OCT 2014) (FAR Provision) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical capability Past Performance Price Technical and past performance, when combined, are relatively more important than price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
