- Sources Sought Notice for Full Maintenance & Operations, Houston, Texas The General Services Administration (GSA), Public Buildings Service, is issuing this sources sought notice solely for informational/planning and market research purposes in accordance with Federal Acquisition Regulation Part 10. This sources sought is seeking interest from all Service-disabled Veteran-owned small business concerns capable and interested in providing full maintenance support services at the following locations in the Houston-Galveston area: •US Customs House, 701 San Jacinto Street, Houston, TX 77002-3673 •Bob Casey Courthouse, 515 Rusk Avenue, Houston, TX 77002-2600 •Alliance Tower, 8701 Gessner, Houston, TX 77074-2916 •La Branch Federal Building, 2320 La Branch Street, Houston, TX 77004-1002 •Mickey Leland Federal Building, 1919 Smith Street, Houston, TX 77002-8049 •US Courthouse/US Post Office, 601 25th Street, Galveston, TX 77550-1799 and operations and maintenance only at the following locations in Houston: •FBI Office Building, 1 Justice Park Way, Houston TX 77092-1900 •FBI Guard House, 1 Justice Park Way, Houston TX 77092-1900 •FBI Parking Garage, 1 Justice Park Way, Houston TX 77092-1900 The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 561210, Facilities Support Services and the small business size standard is $38.5 million. THERE IS NO SOLICITATION AT THIS TIME. All responses will be used to determine the appropriate acquisition strategy for the procurement. No award will be made from this sources sought. No solicitation is currently available. At this time, GSA is not seeking proposals and will not accept unsolicited proposals. Operation and Maintenance duties include but are not limited to the following: The contractor must provide operations, maintenance, management, supervision, labor, materials, equipment, and supplies and shall be responsible for the efficient, economical operation as well as preventative, scheduled and unscheduled maintenance and repair of equipment and systems in all buildings. The operations and maintenance will include electrical systems and equipment, including high voltage power distribution equipment and systems, power poles; mechanical, plumbing, energy management control systems; heating, ventilation, and air conditioning systems and equipment; building automation systems (BAS); fire protection and life safety systems and equipment; architectural and structural systems, fixtures and equipment; service call desk operations to include record keeping using a computerized maintenance management system (NCMMS) as well as other administrative functions; maintenance of landscape irrigation systems; locks, keycard systems; static and dynamic bollard systems; domestic water equipment and systems; water treatment equipment and systems; sanitary sewage equipment and systems, storm drainage equipment and systems; reporting of elevator problems and service calls to the elevator contractor and Contracting Officer's Representative; flagpoles equipment and systems; roofs and roofing systems; additional services may be ordered at the discretion of the Government for work relating to the operations, maintenance and repair or upgrade of the buildings. Custodial and Related Services include but are not limited to the following: The contractor must furnish all personnel, labor, equipment, materials, tools, supplies, supervision, management, training/certifications, and services, to include custodial services; snow removal; pest control; window washing; waste removal/disposal; recycling program and lawn/grounds maintenance. If your organization has the capacity to perform these services and is interested, please provide the following information: (1)A complete and current System for Award Management (SAM) record which includes DUNS number, Organization name, address, contact name, email address, web site address, telephone number, type of organization, small business type (if any), etc; (2)A capability statement supporting claims of organizational and staff capability to perform operations and maintenance as well as custodial and related services, ability to provide environmentally-responsible solutions and products, and methodology for supervisor/manager to hire/fire personnel, purchase needed supplies, materials, and equipment; and GSA's intent is for the vast majority of tasks, including BAS and HVAC, to be performed by in-house Contractor personnel. If subcontracting is required in order to deliver the technical capability necessary, organizations should address the administrative and management structure of the subcontractors as well.
