Description
In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) paragraph 3.2.24, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with Northrop Grumman Support Services Corp., of Millersville, Maryland via single source procedures. This procurement is in support of the FAA's ASR-9 Radar System. The award will be made for the procurement of ten (10) Receiver Protector (RP) units that will replace existing end of life components. The FAA requires the RP units for operational use in FAA's ASR-9 Radar System. Northrop Grumman Corp. (NGC) is the OEM of the ASR-9 Radar System, manufactured ASR-9 RP's. The RP is a specialized product and is a custom radar part that uses proprietary mixes of either radioactive materials or chemical/gas mixtures. NGC designed the original RP units fifteen years ago for the FAA in Atlantic City International Airport, NJ. Replacement units will be designed and installed at this location. NGC holds the property rights for these custom components and is not supported by any other manufacturer or source. A competitive solicitation is not available for this procurement. If your firm does not agree with this single source determination, please provide evidence of your firm's capability and experience in delivering such services outlined above and the FAA will evaluate that information accordingly.
