Description
The purpose of this Sources Sought Notice is for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10 for Lease and Land Acquisition Support Services. The U.S. Department of Veterans Affairs (VA) Office of Construction and Facilities Management (CFM), Contracting Office, Washington, DC, is conducting market research/seeking capable sources from experienced firms that are classified as Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Veteran-Owned Small Businesses (VOSB), or small businesses that are interested in the Lease and Land Acquisition Support Services (broker services). The NAICS Code is 531210, Support- Professional Real Estate Brokerage for which the small business size standard is $7.5 million. Responses to this notice will assist the VA in determining if the acquisition should be set-aside for competition restricted to SDVOSB, VOSB, and/or small businesses concerns in accordance with 38 U.S.C. 8217. Capabilities Statements: VA invites firms to submit capabilities statements in the format stated in the paragraphs below. Industry Day Conference: Additionally, VA will host an industry day conference on January 29, 2018 starting at 10:00 AM Eastern. Any firm may attend regardless of socioeconomic status or size. The meeting will be held: in person at 425 I Street, NW Washington, DC 20001, or online at https://meet.RTC.VA.GOV/zebulon.fox/DWJ5738B or through conference call at: Join by Phone 844-376-0278     844-815-1331     844-770-5400     Conference ID: 320589217 Firms are highly encouraged to attend the industry day conference and submit capabilities statements, however firms are not required to attend in the industry day conference, nor submit capabilities statements. Project Requirements: Within CFM, the Office of Real Property has the authority for management of lease procurement and land management activities. CFM seeks to utilize the services of real estate brokers for both lease and land management projects. Broker services are essential to support effective communication between VA and offerors in procurements; provide expertise in market analysis and commercial real estate transactions and financing; data and documentation organization, assembly and storage; and increased efficiency in contracting actions for projects that involve multiple vendors. VA acquires leases and land space in both rural and urban areas through any State of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the U.S. Virgin Islands, Guam, America Samoa, the Commonwealth of the Northern Mariana Islands (CNMI), the Federated States of Micronesia (FSM), The Republic of the Marshall Islands, and the Republic of Palau. See attached Draft Performance Work Statement for review and comment. Firms may submit questions prior to Industry Day via email less than 5MB to the Points of Contact stated below. Submit questions by 4:00PM Eastern on January 16, 2018. SDVOSB, VOSB, and small business firms are invited to provide information to contribute to the market research for this project. SDVOSB and VOSB firms must be registered in VA s Vendor Information Pages (VIP) site at https://www.vip.vetbiz.gov/ and have the technical skills and all firms are required to have the financial capabilities necessary to perform the stated requirements in the draft PWS. SDVOSB, VOSB, and small business firms are requested to submit a Capabilities Statement to VA for review. Capabilities Statement must include: 1. Company name, address, point of contact, phone number, Dunn & Bradstreet number, Socioeconomic Status, brokerage license with address of main office, and e-mail address; 2. Evidence of SDVOSB or VOSB status through registration at VIP (https://www.vip.vetbiz.gov/); 3. Evidence of ability to offer under NAICS Code 531210 and listing in the System for Award Management (www.SAM.gov); 4. A summary describing at least three (3) projects completed in the past three (3) years that demonstrate your company s experience: Provide at least five (5) completed lease projects in the past five (5) years that demonstrate experience with federal government leases of at least 15,000 Net Usable Square Feet (NUSF). If no federal Government leases experience provide at least three lease projects for medical related space of at 15,000 NUSF. Provide at least three (3) completed federal land acquisitions projects in the past five (5) years. Provide at least five (5) completed due diligence on either federal government lease or land acquisitions. 5. To the extent you have partnered or plan to partner, including subcontracting, with other firms to respond to this potential solicitation as a single offeror, and a description of those partnership or subcontracts. The Capability Statement must include Experience in all the elements of Real Estate Broker Services below: Lease and Land Acquisition: Federal Acquisition Regulations, General Services Administration Services Regulations, and all applicable Federal laws, regulations, and Executive Orders. State Licensing: List all current commercial real estate, state licenses for each type of service All responses to the sources sought must be submitted via email to the Contracting Officer: Zebulon Fox at Zebulon.fox@va.gov and Derek Underwood at Derek.Underwood2@va.gov, and copy Johnathan Taylor at Johnathan.Taylor5@va.gov by 4:00 pm ET on February 6, 2018.
