- Description
- The Naval Air Warfare Center - Aircraft Division, Lakehurst (NAWCAD LKE), JB MDL, NJ under the authority of 10 USC 2304(c)(1), FAR 6.302-1, intends to award a firm-fixed-price contract, on a sole-source basis, to North Star Imaging, Inc. (Cage: 0KGB3; Address: 19875 S Diamond Lake Rd. Suite 10 Rogers, MN 55374-4651) for an X5000 Computed Tomography (CT) X-Ray Non-Destructive (NDI) Cabinet System to provide cross competency support for the mission in the areas of SE and ALRE Design / In-Service Engineering, Production and Quality Assurance and Materials Engineering. North Star Imaging, Inc. is the only vendor capable of producing the equipment to meet the Government requirement. The Government requirement is such that it needs a system that is: •- turn-key, state-of-the-art, 7-axis, Dual Tube 225kV micro-focus & 450HP CT system capable of scanning parts up to a 32" in diameter and 48" in height and provides a large scanning envelope and the ability to load larger/heavier parts while still maintaining the sensitivity to inspect smaller parts, such as those made by Additive Manufacturing; •- single-pass acquisition method that allows for the automated acquisition for elongated objects that typically do not fit in a single exposure without requiring volume stitching. The object length is only limited by the system scanning area; •- method for expanding imaging field beyond detector panel size to cabinet size thus allowing the system to completely scan a part that is larger than the detector panel; •- method for achieving resolution beyond detector panel resolution; •- method for performing time and motion analysis which allows for the system to analyze and capture moving or changing parts as dynamic, time-based data sets; and •- includes installation, hardware/software, training, preventative maintenance, and spare parts. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
