- N00164-17-G-JQ02-0010 - SOLE SOURCE - TRITON MULTI-SPECTRAL TARGETING SYSTEMS (MTS) ENGINEERING SERVICES - FSC L016 - NAICS 334511 Anticipated Issue Date 5 JAN 2018 - Anticipated Closing Date 5 FEB 2018 - 2:00 PM EDT Naval Surface Warfare Center (NSWC) Crane Division intends to issue a Job Order under a sole source Basic Ordering Agreement (BOA) N00164-17-G-JQ02. The BOA is intended to be issued to Raytheon Systems Company. Acquisitions under the BOA will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the lack of sufficient technical data, restricted software rights, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. No other source has the technical qualification and necessary resources to neither perform the requirement described herein, nor will any other services satisfy the Government's requirements. As a result of this JO the overall contract ceiling for BOA N00164-17-G-JQ02 will remain unchanged. This JO is anticipated to procure engineering services in support of life-cycle sustainment of the Multi-Spectral Targeting System (MTS). The required support will consist of but is not limited to: program engineering, logistics support, obsolescence support, configuration management support, low value material, weapons and shop replaceable assembly repair, and various other support services contained in the referenced BOA. The total estimated amount is $7,500,000. Request for proposal will not be made available through http://www.fbo.gov. The request for proposal will be provided to Raytheon Company through electronic mail. The proposed noncompetitive contract action is anticipated to be awarded under FAR part 15, contracting by negotiations. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
