- SETI Update: Source Selection continues for both the Unrestricted and Restricted Pools. DISA is tracking for awards in the Spring of 2018. In the meantime, DISA is working on an "Innovative Contracting Playbook" for executing innovative requirements for the Department of Defense. And we need your help. While SETI focuses on Innovation in engineering and technology, the "Innovative Contracting Playbook" is for Contracting Innovation. How have you seen contracts/task orders executed in non-traditional ways? What does Industry do to get work under contract faster, better, more efficiently? What do other Agencies, both DoD and Civilian, do that you've seen work? For example, NASA issued a "Poop Challenge " - https://www.nasa.gov/feature/space-poop-challenge. Not only was the title creative, but the process was not traditional. Would you participate in this type of IT Challenge? If so, why? Award from Oral Presentations? Good idea? And why? Firm Fixed Priced lump sum amount for a deliverable to multiple contractors? For example, if the Government said, "What can I get for $500K to solve Problem X?" And if we awarded a task order to three companies to provide a competitive prototype type of deliverable for $500K by a certain date, then the Government evaluated what was delivered to decide who got the next "piece" of the solution to the problem. Would you participate? Prize Competitions? Submit a solution for a problem when the Government tells you the dollar value of the "prize" (the task order). Would you participate? What have you seen that we should include in our "Innovative Contracting Playbook?" We are asking for input. It can be provided in any format. We are asking for the who, what, where and when of innovative, creative or non-traditional contracting methods. Solicitation numbers and agency contacts are requested as well. There is no closing timeline for this request but content provided by 31 January 2018 is desired. Additionally, thoughts on incentives and what motivates contractors to take more risk, be faster or more efficient is requested. Would you prefer more work or more profit? What about disincentives? Do they motivate you? Or does it cause you to build that into your price? Are incentives unnecessary? And finally... protests. Why do you protest? What can be done to prevent them? If the Government is going to be innovative in contracting (i.e. take risks, do things differently) what has to be done for Industry not to protest award decisions? How can we get buy-in from Industry to take and share the risk of doing things differently without delaying the process with protests? Feel free to respond to any or all questions asked.
