- FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items Applicable Clauses Title: emCCD Camera and Water Chiller for Nikon Eclipse Ti-E Microscope System This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is NIH-NIDA-CSS-18-4772456 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; FAR Subpart 13.5-Simplified Procedures for Certain Commercial Items; and FAR Part 12-Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. The associated NAICS code is 333314, "Optical Instrument and Lens Manufacturing" and the small business size standard is 500 employees. This acquisition is unrestricted, with no small business restrictions. Both large and small business offers shall be considered for award. Brand Name The emCCD camera and water chiller for the Nikon Eclipse Ti-E microscope system housed at NINDS is being purchased as a non-competitive (BRAND-NAME) requirement under the authority of 41 U.S.C. 253(c) under provisions of the statutory authority of FAR Subpart 13.6-1(b), Soliciting from a Single Source. The requested equipment is to replace components damaged in a lab flood. The requested equipment must integrate and be compatible with extant Nikon equipment and only a Nikon-certified technician can install the requested emCCD camera and water chiller on the extant Nikon Eclipse Ti-E microscope system housed at NINDS without voiding the warranty on the microscope system, therefore only the OEM (Nikon) or a Nikon-authorized distributor of this equipment (with certification from Nikon for installation/integration) may supply these brand-name items. Contract Type A firm-fixed price type contract is contemplated for this requirement. Statement of Need and Purpose : An Andor iXON Ultra emCCD and Oasis chiller are required by the NINDS Cell Biology and Biophysics Unit (CBBU) for single molecule imaging of microtubules and microtubule binding proteins. This equipment is required to replace an existing iXON emCCD camera and chiller damaged by a flood. Background Information and Objective : The Cell Biology and Biophysics unit (CBBU) performs measurements of microtubules and microtubule associated proteins and their kinetics and dynamics at the single molecule level. These measurements require the use of highly sensitive emCCD cameras, which when combined with a chiller, are capable of capturing images of single molecule at high frame rates and very low signal to noise. 1(one) iXon DU897 Ultra emCCD and 1(one) Oasis 160 Water Chiller are required to replace existing equipment damaged during a lab flood. Replacing the emCCD camera and chiller on the Nikon Eclipse Ti-E microscope will enable us to continue to continue our work in singe molecule imaging. Please note that only a Nikon field service technician may install, integrate and support these components so as not to void the warranty on the extant Nikon Eclipse Ti-E microscope system at NINDS. Generic Name of Product : emCCD Camera, emCCD Camera Water Chiller Purchase Description : Trade name: Not applicable Product's brand name : iXon DU897 ultra emCCD Camera (ANDOR)/Oasis 160 Water Chiller (Solid State Cooling Systems) Manufacturer's name: Andor/Solid State Cooling Systems Model, type, catalog and/or part number(s) : Andor - iXon-DU-897 emCCD Camera, Nikon p/n 77026047/Solid State Cooling Systems - Oasis 160 Water Chiller Nikon p/n 77026059 Salient characteristics Equipment must meet the following requirements: •emCCD camera must be 139x164x76 mm and weigh 3.7 kg and perform at least 30 frames/sec with a quantum efficiently of >90% @ 500nm for single molecule imaging. •emCCD must have 16µm pixel size with an image area of 11.6 mm diagonal •emCCD must have a max readout rate of 17 Mhz and <1e- read noise with EM gain. •Water Chiller must operate between 2 and 45oC •Water Chiller must have a Stability of +/- 0.1oC with constant load •Water Chiller must contain 1/8" female CPC quick connect with shut off valve connectors •Water Chiller muse consume less than 200 Watts Governments minimum acceptable standards : •Contractor must meet or exceed each of the project requirements. •Contractor proposal must include a standard commercial electrical and mechanical warranty. • Contractor proposal must include installation and integration by a Nikon Field Technician as to not void warranty for an existing Nikon Eclipse Ti-E. •Contractor must confirm the ability to meet or exceed the period of performance and delivery requirements (within 8 weeks after purchase order issued). •Contractor shall provide a list of two contracts or purchase orders completed during the past five (5) years, similar in size and scope to the requirements outlined in the Statement of Work. Quantity : One (1) iXon DU897 ultra emCCD Camera One (1) Oasis 160 Water Chiller Delivery Date : Deliver and install the emCCD camera and chiller within 8 weeks after receipt of order, FOB Destination. Installation and integration into an existing Nikon Eclipse Ti-E microscope for each piece of equipment into an existing Nikon Eclipse Ti-E must be completed by a Nikon Field Service Technician within two (2) weeks of delivery. Delivery Location : National Institutes of Health Bldg 35 35 Convent Drive, Rm 3B207 Bethesda, MD 20892 Warranty : At a minimum, Contract shall provide a standard commerical electrical and mechanical warranty. The provision at FAR clause 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. The provision at FAR clause 52.212-2, Evaluation - Commercial Items, applies to this acquisition. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to this solicitation will be most advantageous to the Government. The following factors shall be used to evaluate offers: The Government will award a contract on the basis of technical acceptability in accordance with the Salient Characteristics section of the Purchase Description, the vendor's ability to meet the required delivery schedule contained in the Delivery Date section, and the required warranty as indicated in the Warranty section of the Purchase Description contained in this combined synopsis/solicitation. Past performance and price shall also be considered. Technical acceptability and past performance, when combined, are significantly more important than cost or price. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The Offerors to include a completed copy of the provision at FAR clause 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The FAR clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. FAR clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The following additional contract requirement(s) or terms and conditions as determined by the contracting officer are necessary for this acquisition and consistent with customary commercial practices: There are no additional contract requirement(s) or terms and conditions applicable to this acquisition. The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement.
