Description
THIS IS A SOURCES SOUGHT ONLY; THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. The purpose of this Sources Sought is to assist The U.S. Army Corps of Engineers, New Orleans District in determining the potential level of interest, adequacy of competition and technical capabilities within industry to provide child care services for children 6 weeks to 6 years of age, under the U.S. Army Child, Youth, and School Services (CYSS) Program, for the Department of Defense employees of the Corps of Engineers and community patrons of New Orleans, LA and surrounding parishes. This Sources Sought is solely intended to obtain Market Research information in accordance with the Federal Acquisition Regulation (FAR) Part 10 and it assists to formulate an acquisition strategy for procurement of these critical services. Work to be performed under this firm-fixed-price contract will be within the North American Industry Classification System (NAICS) Code 624410, Child Day Care Services with size stand standard of $7.5 Million. The requirements are for the U.S. Army Child, Youth, and School Services Program for the Corps of Engineers, located in New Orleans, LA. Castle Kids Child Development Center (CDC) exists to support the military and Department of Defense (DoD) Civilians assigned to the Corps of Engineers, New Orleans, LA site. Castle Kids CDC is located at 7400 Leake Avenue, New Orleans, LA, and currently consists of one CDC facility providing full time child care and may provide hourly care and an after kindergarten program for those children whose parents or schools provide transportation to Castle Kids. Castle Kids CDC is an affiliation of the U.S. Army Corps of Engineers, and as such, is an established Government agency. Castle Kids CDC has a maximum capacity of 100 children and provides care for children 6 weeks up until they start the first grade (age 6). One firm-fixed-price award is anticipated. The base period of performance is anticipated to be 01 OCT 2018 through 30 SEPT 2019, with four (4) one-year option periods incorporated. Offerors must be registered with the System for Award Management (SAM), in order to receive a Government contract award. To register, the SAM Internet address is: http://www.sam.gov. All potential offerors are requested to provide a response that includes the following: 1. Vendor name, return email address, CAGE code, DUNS number, mailing address, telephone number and point of contact within the body of the response. 2. Business size (large or small) and socioeconomic status (i.e. HUBZone small business, EDWOSB, WOSB, 8(a) business, etc.) 3. Capability Statement stating skills, experience, knowledge and equipment required to perform the specified type of work. The basic requirements for this contract are as follows: 1. The Contractor shall be required to meet basic requirements: a. DoD Certification. b. NAEYC Accreditation. c. USDA CACFP status. d. Louisiana State Licensure. e. Fire/Safety/Health standards IAW US Army and Government regulations. 2. The Contractor shall implement, perform, maintain, and account for meeting the standards and regulations of the Child Development Services Program. (DA, USACE, DoD, COE, State of LA, Local Authorities, DOL, MEDDAC/MEDCOM) The contractor shall comply with all regulations and documents listed below as mandatory - a. National Fire Protection Association (NFPA) 101 (latest general standards for Life Safety Requirements of building design and safety), and NFPA 701 Life Safety Codes. b. The Army Regulation (AR) 608-10 (Child Development Services), AR 608-18 (Army Family Advocacy), Department of Defense Instruction (DODI) 6060.2 (Child Development Programs), Military Child Care Act 1989, DODI 1402.5 (Criminal History Background Checks of Individuals in the Child Community Services), DA Centralized Background Checks Process 2017, TB MED 530 Tri-Food Code Pub 30 Apr 2014, the National Association for the Education of Young Children (NAEYC) Accreditation, and the Louisiana Department of Health and Human Services (DHHS) Child Care Licensing. 3. The Contractor shall furnish all items necessary to satisfactorily perform the services required in this contract, other than those specifically listed in this contract as being Government-furnished. 4. The Contractor shall develop, implement, and ensure standard operating procedures are being executed in accordance with Army CYSS standards and regulations. 5. The Contactor will adhere to base access policy for facility access and hours of operation for staff and patrons. 6. The Contractor shall establish, implement, and maintain the Army adopted curriculum and assessment materials offered by Teaching Strategies, LLC, and the Creative Curriculum. 7. The Contractor shall establish fees for DoD Federal employees and DoD Contractor patrons, of the child development and school age (After Kindergarten) programs, to comply with the current School Year (SY) Department of Defense Fee Schedules, authorized by the Secretary of the Army, effective each SY. 8. The Contractor shall account for, and maintain, the Child and Youth Management System (CYMS) or similar Child Program Management System data base for all children and staff record information, daily attendance, background checks, special needs, and all staff training. 9. The Contractor shall utilize the CYMS system or similar Child Program Management System for collecting and reporting information necessary to complete the Monthly Invoicing Report for each activity as defined in the Performance Work Statement and upload all invoices and reports into the Wide Area Workflow (WAWF) data system by the fifth business day of each month. 10. The Contractor shall develop a Quality Control Plan (QCP) and maintain an effective quality control program to ensure services are performed in accordance with the contract and this PWS. This Sources Sought does not constitute a Request for Proposal (RFP), a commitment to issue an RFP in the future or award a contract for these services. Respondents are advised that the U.S. Government will not pay or reimburse costs for any information provided in response to this Sources Sought. No basis for claim against the Government shall arise as a result from a response to this Sources Sought or Government use of any information provided. Competition and set-aside decisions will be made based on the results of this market research and the feedback from this sources sought notice. A solicitation, when ready, will be issued and will be synopsized on FedBizOpps pursuant to FAR Part 5 at www.fbo.gov. It is the potential offerors responsibility to monitor this avenue for release of any solicitation or synopsis. Any interested firms, including Small Business firms capable of providing services either as a prime or sub-contractor, are requested to respond to this Sources Sought by email not later than Monday, 22 January at 1000 Central Standard Time to Bradley Cox at bradley.a.cox2@usace.army.mil or Ione Cataldo at ione.m.cataldo@usace.army.mil. The responses SHALL NOT exceed 10 pages - responses exceeding this size will not be considered.
