- 1. Solicitation Number: W911QX-18-T-0044 2. Title: SMALL BUSINESS SET-ASIDE FOR N/A 3. Classification Code: 66 4. NAICS Code: 334516 5. Response Date: Three (3) days after posting (not including posting date) due via email to the Primary Point of Contact listed in the FedBizOpps.gov webpage for this combined synopsis-solicitation. 6. Description: The Government requires one (1) upgrade to an existing Non-Contact Ultrasonic Transducer (NCUT) system. Disclaimer: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. NOTICE: The United States Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1)(i), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" based on compatibility with existing Government owned equipment. The Government intends to solicit and negotiate with Mistras Group, Inc., 195 Clarksville Road, Princeton Junction, NJ 08550, for quantity (qty) one (1) upgrade to an existing Non-Contact Ultrasonic Transducer (NCUT) system. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. This acquisition is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-96, Effective 06 NOV 2017. For purposes of this acquisition, the associated NAICS code is 334516. The small business size standard is 1,000 employees. Contract Line Item (CLIN) Structure: The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): Specifications/Requirement: The Contractor shall provide one (1) upgrade to an existing NCUT system. The required upgrade shall include the following: Item 001: Non-Contact Ultrasonic Transducer, with UHF connector. 500 kilohertz (KHz), Qty. two (2); Item 002: Thru-Transmission Adapter Kit, includes Z-Axis mounting adaptor and two (2) ea. Right Angle Adaptors, Qty. one (1); Item 003: Search Tube 24" (600 millimeters (mm)), Qty. one (1); Item 004: Manual Manipulator (all non-corrosive materials), Qty. one (1); Item 005: External preamp with power supply, Qty. one (1); Item 006: User Manual, Qty. one (1); Item 007: Eight- (8) bit one (1) gigahertz (GHz) Analog to Digital Converter board, PCI Bus, 350 megahertz (MHz) bandwidth, fully integrated with UTwin, On-board peak picking (for speed) or full radio frequency (RF) waveform transfer to memory, Qty. one (1); Item 008: Pulser/Receiver, 900 Volts (V), 60 MHz, Manual Control with CD, Qty. two (2). Delivery: Delivery is required by 90 days ARO. Delivery shall be made to Aberdeen Proving Ground, Maryland. Acceptance shall be performed at Aberdeen Proving Ground, Maryland. The FOB point is Aberdeen Proving Ground, Maryland. Clauses: I. The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: In addition to the requirements set for the in FAR 52.212-1, all offers responding to this solicitation must provide their business size in relation to the NAICS code contained in this solicitation and shall identify any socioeconomic categories to which they belong. Evaluation Criteria - The specific evaluation criteria to be used are as follows: N/A - Notice of Intent to Sole Source. The proposed contract action is for supplies or services for which the Government is soliciting and negotiating with only one source under the authority of FAR 13.106-1(b)(1)(i), which states "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."
