- THIS IS A REQUEST FOR INFORMATION ONLY. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. This Request For Information (RFI) is a market research tool being used to determine availability and adequacy of potential business sources prior to determining the method of sale of vessels. The intent of this RFI is to identify companies interested in the removal of the Coast Guard vessel ex-Oakridge (ARDM-1) in Baltimore harbor. The ship, should it become available for sale, will be sold "AS-IS and WHERE-IS." The ex-OAKRIDGE (ARDM-1) is a floating dry-dock suitable for docking destroyers, submarines, and landing craft. It was also upgraded in the 1960's to support the Los Angeles class submarines. The ship is approximately 5,200 tons light displacement and 536 feet in length. Additional information on the ship can be obtained in the Naval Vessel Register or Jane's Fighting Ships. Upon review of industry response to this RFI the Government will determine whether a Usable Sale of the vessel is in the Government's best interest. A response to this RFI will not be considered an adequate response to any forthcoming solicitation announcement. A response to this RFI will not result in your firm's name being added to a plan holder's list to receive a copy of a solicitation. There is no solicitation available at this time. Do Not Submit a Bid. SUBMISSION REQUIREMENTS: It is requested that interested companies/parties submit to the Contracting Officer a brief capabilities statement package (no more than 5 pages in length) demonstrating a basic understanding of the purpose of the vessel and what it will be used for. The vessel cannot be resold for towing or use outside the continental United States. A brief description of how a Usable Sales contract relates to your firm's business and how the vessel would be utilized is required. Any contract for the sale of the vessel will require an End Use Certificate. Do not submit an End Use Certificate with this RFI. It is requested that the following questions be addressed, at a minimum, to allow the United States Government to draft a successful Usable Sales contract, should the vessel be offered for sale as usable property. 1. IS THERE CAPACITY IN THE MARKET FOR THE VESSEL AS USABLE PROPERTY? 2. WHAT PART OF A SALES CONTRACT FOR A VESSEL MIGHT CAUSE YOU CONCERN? 3. ARE YOU ACTIVELY SEEKING SHIPS AND/OR VESSELS FOR REUSE? 4. HOW MANY SHIPS MAKES A USABLE DLA SALES CONTRACT MORE APPEALING? ONE SHIP, TWO SHIPS, MULTIPLE SHIPS? Towing the vessel, using Coast Guard Tow regulations, is required, and is at the expense of the buyer. No estimated costs will be provided by the United States Government regarding towing. Towing will be effected no more than 60 days after contract award. A tow plan must be submitted and approved prior to executing the vessel removal. Further details will be provided in the sales contract, should the vessel be offered for sale. The sale of the vessel will require full payment before the contract awardee takes possession, and within 15 days of contract award. The response must be received not later than 9:00 a.m. EDT on FRIDAY, JANUARY 12, 2018. Electronic submissions of the information is permissible in PDF format. LATE RESPONSES WILL NOT BE ACCEPTED. This is an RFI, it is not a pre-qualification of interested parties. The Government WILL NOT provide the results of the RFI. All information submitted will only be used for the purpose intended, and will be destroyed when no longer required. DLA Point of Contact.
