- This Notice of Intent to award a sole source cost reimbursable contract for a Survivor Clinical Center of Excellence is provided by the Centers for Disease Control and Prevention (CDC), Office of Acquisition Services (OAS), Branch 4 on behalf of the National Institute for Occupational Safety & Health (NIOSH), World Trade Center (WTC) Health Program. On January 2, 2011, the President signed the James Zadroga 9/11 Health and Compensation Act of 2010 (Zadroga Act) into law. This law amended the Public Health Service Act, establishing the WTC Health Program, to be administered by the Department of Health and Human Services. The WTC Health Program provides medical monitoring and treatment for FDNY employees as well as General Responders. General Responders includes emergency responders, recovery, and cleanup workers, and volunteers who helped after the terrorist attacks on September 11, 2001, at the World Trade Center, the Pentagon, and the crash site near Shanksville, Pennsylvania. The WTC Health Program also provides health evaluations and treatment for eligible people who were present in the dust or dust cloud on 9/11 or who worked, resided, or attended school, childcare, or adult daycare in the New York City disaster area for a period of time on 9/11 and/or during the following months. This population is known as Survivors. On December 18, 2015, President Obama signed into law a bill reauthorizing the James Zadroga 9/11 Health and Compensation Act of 2010. This includes reauthorization of the World Trade Center (WTC) Health Program for 75 years, ending in 2090. NIOSH is the Institute within HHS which administers the WTC Health Program. The Program is administered through contracts with 7 Clinical Centers of Excellence (CCE) within the NY Metropolitan Area. There is currently 1 CCE to serve FDNY responders, 5 CCEs to serve General Responders, and 1 CCE to serve Survivors. There is also a contract for a Nationwide Provider Network (NPN) to serve members outside the NY Metropolitan Area. The NPN serves both Responders and Survivors. As of September 30, 2017, there are 82,190 members enrolled in the WTCHP. These numbers include 51,897 general responders, 16,920 FDNY responders, and 13,373 survivors. It is estimated that the potential number of eligible responders is close to 90,000 and the potential eligible number of survivors is over 400,000 - meaning that the highest potential growth for the Program is within the survivor cohort. Starting in June 2017 the survivor cohort numbers increased dramatically and to a point that the Program does not have capacity to see all the members through the current survivor CCE in the NY Metropolitan area. The WTC Health Program requires a temporary surge clinic in the NY Metropolitan area to accommodate new survivor enrollees who are needing evaluation and treatment. The anticipated period of performance for this contract is a 1-year base period and 2 6-month option periods. The intended recipient of this purchase order is: Logistics Health Inc with a mailing address of 328 Front Street South, La Crosse, Wisconsin 54601-4023. This order is for supplies and/or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 15. Interested persons may identify their interest and capability by responding to this notice. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within 15 days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
