- **Notification was posted on FBO utilizing solicitation number W31P4Q-17-R-0041 on 15 Aug 17 requesting all potential bidders to notify the US Government of their intent to participate in the Sentinel A4 procurement NLT COB 25 Aug 17. Further information will be sent only to those potential bidders who responded with such notice. As of 26 Aug 17, no further solicitation documentation will be placed on FBO, per the national security exception to posting in FAR 5.202(a)(1).** This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. No contract will be awarded as a result of this Synopsis. The purpose of this synopsis is to inform industry that the US Army has a requirement for the modification of the Sentinel A3 radar (AN/MPQQ-64A3). The Government has a requirement to modify the Sentinel A3 radar (AN/MPQ-64A3). The current Sentinel radar fills a unique position in the air and missile defense architecture not met by any other existing sensor. The Sentinel A3 is approaching obsolescence end-of-life on several components, and the current configuration cannot meet all performance requirements against projected future threats. To address these concerns, the Government will modify the Sentinel A3 with new radar antenna technologies. The resulting modification, the Sentinel A4 (AN/MPQ-64A4), is a three-dimensional X-band phased array radar system equipped to support beyond visual range air defense engagements. The Sentinel A4 will provide new antenna components to add detection, classification, identification, and reporting capability against Rocket, Artillery, and Mortar (RAM) threats to support the Indirect Fire Protection Capability (IFPC) Increment 2-Intercept Block 2 mission while addressing current Sentinel A3 obsolescence issues and improving existing Sentinel capability against Cruise Missile (CM), Unmanned Aerial System (UAS), rotary wing, and fixed wing threats. As a new acquisition, the Government will use a competitive procurement for this effort. The Sentinel A4 development includes Engineering and Manufacturing Development (EMD), Low Rate Initial Production (LRIP), and fielding to the First Unit Equipped (FUE). EMD will begin at contract award. The LRIP and FUE will be contract options. The Sentinel A4 development effort includes all engineering, program management, test and evaluation, training, and technical data needed to support a Full Rate Production (FRP) decision. The estimated period of performance (POP) for this contract requirement is 1 Jun 2019 through 30 September 2025.
