Description
The purpose of this amendment is to provide information on RFI notice W31P4Q-18-R-0037. a. Question: Is the Government considering Electronic Trainers (ET) or Table Top Trainers? Answer: Interactive simulation and live training will be required, however a determination on whether Electronic Trainers (ET) or Table Top Trainers will be used has not yet been decided. b. Question: Similar to the "Non-Kinetic Effector" description, does the term "Gun Effector" imply the Gun will need to engage and counter UAS? How about other targets/threats; ATGM Team, IFV, Rotary Wing, etc. Answer: IM-SHORAD enhances cross-domain fires through a layered and tiered employment of short-range air defense capabilities. This layered methodology provides overlapping and mutually supporting sensors and shooters and when combined with a tiered employment methodology, provides the commander a variety of kill mechanisms to match appropriate shooters to targets. A layered and tiered approach increases the effectiveness of individual systems, improves survivability versus all threats, and reduces the number of systems required to accomplish a given mission. c. Question: Will the Gun Effector performance specification be provided in the Request for Proposal (RFP) as a Test Requirement for down-select between a.50 cal and 30mm? Answer: The determination of whether or not to use a.50 cal or 30mm gun effector has not yet been decided. Should the Government decide to direct the gun effector, a decision will be made at that time on consideration of providing the performance specification. d. Question: Regarding the Non-Kinetic Effector and Priority two that identifies detection of low-altitude air targets and ground targets, do these targets include autonomous air and ground threats not being remotely controlled? Answer: Some of the targets are controlled by datalinks to a ground controller, while some have greater autonomy negating the need for a ground controller or GPS navigation. Some fly preplanned routes and return to the ground controller and do not require active data links for flight. e. Question: What does "Army Fielded" mean? Answer: Qualified and in the U.S. Army inventory f. Question: Does an EW effector system that has been tested, purchased and is currently being used in the field by the Army qualify as a fielded system? Some were rapidly acquired and are in the field but they didn't go through the formal JCIDS process to include Milestone A, B and C. Answer: A system that has an Urgent Material Release and is currently fielded or deployed to U.S. Army Soldiers will be accepted. The following required documents allow the Government to field equipment to meet an urgent requirement, per AR 700-142, Table 4-7. 1a. User requested Operational Needs Statement (ONS) and Deputy Chief of Staff (DCS), G-3/5/7 validation memo OR 1b. Headquarters, Department of the Army (HQDA) directed requirement memo and G-3/5/7 approved capabilities document [Requirements Oversight Council (ROC)/Operational Requirement Document (ORD)/Initial Capabilities Document (ICD)/Capability Development Document (CDD)/Capability Production Document (CPD)] 2. Safety Health Data Sheet (SHDS) [state all known safety & health hazards; coordinate w/ Public Health Command (PHC) for health hazards & obtain Army Test and Evaluation Command (ATEC) safety confirmation] 3. Air worthiness statement-- IF APPLICABLE (frequently not) 4. An Explosive Ordnance Disposal (EOD) supportability statement-- IF APPLICABLE (frequently not) 5. Program Manager (PM) request for Gaining Command (GC) acceptance (identify limitations and risks identified by AMCOM Safety in SHDS) 6. GC acceptance statement (signed by General Officer/Senior Executive Service Member)
