Description
THIS IS NOT A SOLICITATION: This Sources Sought/Request for Information (SS/RFI) Notice is being completed in accordance with Federal Acquisition Regulation (FAR) 15.201 to conduct market research under FAR 10.002(b). This is not a solicitation for quotes or proposals. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This Request for Information is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or Request for Quote (RFQ) - or a promise to issue a RFP or RFQ in the future. All costs associated with responding to this SS/RFI or follow-up information requests will be solely at the interested vendor's expense. Not responding to this SS/RFI does not preclude participation in any future RFP or RFQ, should one be issued. Any information submitted by respondents to this SS/RFI is strictly voluntary. All submissions become Government property and will NOT be returned. The suggested NAICS code assigned to this procurement is 236220 Commercial and Institutional Building Construction. PROCUREMENT SCOPE/STATEMENT OF OBJECTIVES: The Department of Veteran Affairs (VA), is interested in identifying sources interested in performing the duties as a Prime Contractor for an Interior or Exterior, Indefinite Delivery Indefinite Quantity (IDIQ) contract at the Veterans Healthcare System of the Ozarks (VHSO) located in Fayetteville, AR. VHSO is seeking feedback from the vendor community as to its capability to perform the duties as a Prime IDIQ Holder. The objective of this SS/RFI notice is to: 1) Conduct Market Research to determine potentially qualified Service Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB) and Small Business sources for this requirement; 2) Enhance understanding of the coordination, schedule, phasing, and past performance associated with the requested requirement and 3) Validate the proposed North American Industry Classification System (NAICS) code. PERFORMANCE: With regards to the Exterior IDIQ, the qualified vendor shall be responsible for projects in support of real property maintenance, repair, alteration, and/or new construction. The Contractor is required to furnish all materials, equipment, and personnel necessary to maintain a management office close enough to allow for a one (1) hour response time, during normal business hours, to receive work reports and provide other engineering management services needed to accomplish individual jobs, i.e. task orders. The jobs may include tasks in a variety of trades such as, but not limited to, carpentry, excavation, road repair/replacement, sidewalk repair/replacement, exterior electrical work, irrigation and water piping, drainage piping, sewage piping, sheet metal, painting, demolition, concrete and masonry, granite repair/replacement, welding and mechanical. Any hazardous materials resulting from the demolition must be properly disposed of in accordance with standard industrial practices and local, state and federal standards to the Veteran Healthcare System of the Ozarks, Fayetteville, AR. The Interior IDIQ, requires a qualified contractor to furnish all materials, equipment, and personnel necessary capable of maintaining a management office close enough to allow for a one (1) hour response time, during normal business hours, to receive work reports and provide other engineering management services needed to accomplish individual Task Orders (TO). Projects may include support of real property maintenance, repair, alteration, and/or renovation of interior medical spaces. Job requirements may comprise of trades such as, but not limited to, carpentry, excavation, road repair/replacement, electrical work, roofing, acoustical tile/ceiling replacement and/or repair, steam work, plumbing, HVAC, concrete masonry, water piping, drainage piping, sewage piping, sheet metal, painting, demolition, granite repair/replacement, welding, mechanical, etc. Additionally, a single award shall be made for the Exterior IDIQ and a single award shall be made for the Interior IDIQ to the qualified vendor offering the most beneficial proposal to the government. -Award will be for a Base Year plus (4) twelve-month option periods. Task Orders associated with this IDIQ may consist of a price range between $25,000 to $500,000. SDVOSB/VOSB Bidders shall be registered at the Vendor Information Pages at www.vip.vetbiz.gov, to include the System for Award Management (SAM) database at www.sam.gov, Small Business vendor shall be registered in SAM. All participants must be successfully registered in their appropriate system for award consideration. Work Hours: 1) Standard Hours 8:00 AM to 4:30 PM Monday through Friday with all Federal Holidays recognized as non-working days. However, the nature of some of the work for various projects to keep the hospital operations will require some construction tasks to take place evenings, nights, weekends and/or possibly holidays Non-Standard Hours Any hour(s) other than Standard Hours as stated above (4:30 PM to 8:00 AM). Offerors must perform any or all work other than standard hours (acceleration of work to be performed outside the standard hours in accordance with the scope of individual task orders against this contract for the until price sum specified in the Unit Price Book, multiplied times the coefficient for Non-Standard Hours and will be used when the Government requires the contractor to perform work outside the facility s standard (normal working) hours. a. Tab "A. Org Info". Indicate if you company interest is as a Prime for the Exterior or Interior IDIQ. Additionally, provide the following: organization name, address, Point of Contact (POC) name, email address, website address, Data Universal Numbering System (DUNS) number and telephone number. Additionally, please provide any subcontractor contemplated or partnering with in the performance of this potential requirement. b. Tab "B Socio-economic Status". VA has identified the appropriate North American Industry Classification System (NAICS) Code 236220 Commercial and Institutional Building Construction which has a size standard of $36.5M for this SS/RFI notice. Your response shall indicate your organization's Federal socio-economic business size for NAICS #236220. If your organization would like to suggest an additional NAICS please do so. c. Tab "C. Past Experience". Provide the following: contract title, contract number, city, state work is/was performed, description of work, POC name and number, Provided contact information for three (3) contracts performed with a healthcare organization of similar size or scope completed within the last five (5) years and indicate if the responder was a prime or Sub-Contractor. 2) Submit any questions and your response NLT December 22, 2017 at 1:00PM EST Submit your response/questions/requests via e-mail to renardo.hollowell@va.gov.
