- The U.S. Securities and Exchange Commission (SEC) intends to award a fixed-price purchase order on a single source basis to Standard & Poor's Financial Services, LLC, 7400 South Alton Court, Englewood, CO, 80112-2395, for enterprise-wide license to obtain, use and store CUSIP data, including CUSIP numbers and descriptions, in electronic format. The CUSIP system is a standard numbering and descriptive methodology utilized throughout the financial community for identifying securities. The Contracting Officer has determined that Standard & Poor's Financial Services, LLC is the only source that can reasonably meet the SEC's requirement in accordance with FAR Part 13.106-1(b) because Standard & Poor's Financial Services, LLC is the only known source that allows the user to license access directly with them in order to store CUSIP data within their own systems. In addition, the SEC requires access to the data via a specific platform, for which a license direct with Standard & Poor's Financial Services, LLC is required. The SEC intends to award a purchase order to Standard & Poor's Financial Services, LLC on or about December 26, 2017. The period of performance of the purchase order is anticipated to be 12 months. The total award value will be below the Simplified Acquisition Threshold. This notice is not a competitive request for proposals. A competitive solicitation will not be issued. However, the government will give consideration to interested parties that identify their interest and capability to respond to the requirement or submit proposals by the response date of this notice.
