- Information Required to Schedule a Viewing of the Bidders Library (1 Page) BRU-56 Draft SRD 20171127 (27 Pages) BRU-56 Draft SOW 20171212 (32 Pages) AMENDMENT 2 - NOTICE FOR B-1 BRU-56 INDUSTRY DAY AND REQUEST FOR INFORMATION Posted 14 December 2017 Air Force Life Cycle Management Center (AFLCMC) B-1 Bomber Division (WWD), Tinker Air Force Base, is hosting an Industry Day as a means of conducting market research. This will be an unclassified event held on 09 January 2018 at MID-DEL Technology Center, 1621 Maple Drive, Midwest City, OK 73110. The results of this market research will contribute to the acquisition strategy development and determining the method of procurement. The purpose of this market research is to seek additional information from aircraft integration contractors regarding the modification of the B-1 BRU-56 Bomb Rack assembly for the aircraft fleet. Market research will consist of three phases: 1 - Posting of Request for Information (RFI) on the Federal Business Opportunities (FedBizOpps) website to solicit industry feedback. 2 - Government event allowing for vendor review of technical bidder's library drawings during the dates of 08 through 10 January 2018, held within the B-1 Program Office on Tinker AFB, OK ( instructions attached to coordinate and schedule a review timeframe ). 3 - Government Industry Day on 09 January 2018 at MID-DEL Technology Center, 1621 Maple Drive, Midwest City, OK 73110. The purpose will be to solicit industry feedback for implementing its proposed acquisition strategy via an unclassified introduction/overview presentation and question & answer session (start / end times are 9:00 am / 12:00 pm). REVIEW OF TECHNICAL BIDDER'S LIBRARY The Government will allow contractors to request time to review the technical bidder's library drawings and information about the BRU-56 bomb rack to assist in completing the RFI requested submittal. Contractors will be allowed to take notes only; no photographs or electronic copies of data will be permitted. The technical library will only be available on 08 January and 10 January 2018. Interested contractors must request time to review by submitting the attached request form(s) to Mr. Samuel Faux via email samuel.faux@us.af.mil not later than noon (EST) on 04 January 2018. A form is required for each person requesting to view bidder's library information, maximum of three (3) persons per contractor during the same maximum time period of 2 hours. INDUSTRY DAY To secure your ability to attend the Industry Day, submit an email request to attend to the Contracting Officer, Stephen Palmer, at stephen.palmer@us.af.mil not later than 4:00 pm Central Standard Time on 04 January 2018 by email only; no phone calls please. Due to facility constraints and time limitations, the industry day will be limited to no more than six (6) attendees from each prime contractor (prime employees or subcontract employees ). Please provide the following minimum information for access to the meeting facility when expressing intent to attend the upcoming industry day: Company Information: POC name, title, telephone number, fax number, and e-mail address Company name Company address Cage Code Number of attendees anticipated: ( Attendees limited to no more than six (6) from each prime contractor (prime employees or subcontract employees) ) REQUEST FOR INFORMATION After review of the attached draft system requirement document (SRD), draft statement of work (SOW), review of technical library information and attending the industry day, interested parties are requested to respond to this RFI with a white paper or slide presentation by 16 January 2018 in response to the below eleven questions. The Government solicits industry feedback on the following: 1. Which contact type would be most feasible for your company in support of the engineering manufacturing development (EMD) phase? Cost Plus Fixed Fee (CPFF) or Firm Fixed Price (FFP) 2. Which contact type would be most feasible for your company in support of the production/modification phase? CPFF or FFP 3. Assuming the Government selects the contract type of CPFF or FFP, do you see any risks and/or issues associated with each contract type for this effort? Do you have any other concerns? 4. Do you see any risks and/or issues associated with meeting the draft SRD requirements? 5. Do you see any information gaps in the draft SRD? 6. Do you recommend any changes to the draft SRD? 7. Do you recommend any changes to the draft SOW? 8. Please provide a Rough Order of Magnitude (ROM) estimated cost for the BRU-56 bomb rack modification after you have reviewed the draft SRD, draft SOW and attended the Industry Day. Provide as much detail as you see fit in your estimate; the Government requests more than just a total dollar estimates. Provide a ROM for both FFP and CPFF contract types in support of EMD phase. 9. Cost Accounting System (CAS): The provisions of 48 CFR Part 9903 will be incorporated within the contract. Does your company have adequate accounting system to comply with the requirements? Reference FAR Clause 52.230-2 10. Earned Value Management System (EVMS): Does you company have adequate capabilities to comply with the EVMS requirements? Reference FAR Clause 52-234-4 11. Provide any other questions or concerns for the BRU-56 bomb rack modification. White papers and/or slide presentation in Microsoft Office 2013 - compatible format can be submitted via email (if less than 3 megabytes) or mail. If mailed, please include 2 (two) complete, hard-copies of the response. The responder's submittal shall also provide administrative information, and shall include the following as a minimum: Name, mailing address, phone number, fax number, and e-mail of designated points of contact. RFI AMENDMENT 1 SUMMARY THIS IS A REQUEST FOR INFORMATION AND INDUSTRY DAY ONLY. This event does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This event does not commit the U.S. Government to contract for any supply or service. Furthermore, the Air Force is not at this time seeking proposals and will not accept unsolicited proposals. Not responding to this event does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the FedBizOpps website. It is the responsibility of the potential responders to monitor this site for additional information pertaining to this requirement. Questions submitted in response to the industry day will be collected and answers posted to FedBizOpps. A copy of the presentation and attendee list will also be posted. Responders are advised that the U.S. Government will not pay for any costs incurred in response to this event; all costs associated with responding to this event will be solely at the interested party's expense. Interested parties are requested to review the technical library information as available, attend the Industry Day event and submit responses to this amendment with a white paper or slide presentation by 16 January 2018 to the above eleven questions. Questions regarding this announcement shall be submitted by e-mail to the Contracting Officer, Stephen Palmer, stephen.palmer@us.af.mil. Verbal questions will not be accepted.
