- Solicitation Bio-Data Millennium Challenge Corporation Combined Synopsis Solicitation Human Resources Specialist (Talent and Recruitment), for Human Resources Management Division (HRMD) Date Posted: December 14, 2017 Announcement Number: 95332418Q0022 Title: Human Resources Specialist (Talent and Recruitment), Senior and Mid-Level Position Information: Part-Time, Personal Services Contractor(s) (PSC) One year (1664 hours per year), renewable for up to 4 years at the sole discretion of the government Pay Band: 4a ($49.88 - $74.23 per hour) $83,000-$123,517 annually 4b ($34.85 - $62.71 per hour) $58,000-$104,351 annually Closing Date for Questions: December 22, 2017 Submission Deadline: January 5, 2018 Who May Be Considered: U.S. citizens or legal, permanent residents with a minimum of five years residency history Duty Location: Washington DC More than one (1) award may be made from this solicitation INTRODUCTION AND BACKGROUND The Human Resources Management Division (HRMD), Workforce Planning and Management Branch within the Department of Administration and Finance (A&F) at the Millennium Challenge Corporation (MCC) has a requirement for a Senior and Mid-Level Human Resources Specialist. These positions will be located at the MCC headquarters building in Washington, DC. The Human Resources Management Division (HRMD) is responsible for the Talent and Recruitment for MCC. The Department of Administration and Finance is responsible for planning and directing all activities related to financial management and budgeting; human resources management; information technology infrastructure, resource, and website management; procurement and acquisition; personal security; facilities management; administrative services; and corporate records management. MCC's mission is to provide grant assistance to support economic growth and poverty reduction in select developing countries with a demonstrated commitment to just and democratic governance, economic freedom, and investments in their citizenry. MCC's partner countries enter into a five-year agreement (Compact) with MCC that includes a plan for achieving shared development objectives and the responsibilities of each country in achieving those objectives.
