Description
Synopsis: PURPOSE OF NOTICE: The Air Force Installation Contracting Agency (AFICA) 765th Specialized Contracting Flight (SCONF) supporting Headquarters Air Force Special Operations Command (HQ AFSOC) at 427 Cody Ave, Hurlburt Field, Florida 32544 intends to solicit a lease for the single engine fixed wing C-208B EX Caravan aircraft. The Government anticipates one contract to be awarded. The Government anticipates utilizing North American Industry Classification System (NAICS) code 611512, Flight Training Schools. The formal request for proposal will be under Solicitation Number FA0021-18-R-0003 and is anticipated on or about 5 January 2018 with a period of performance of 1 April 2018 through 29 September 2018. BRIEF DESCRIPTION OF SERVICES: The 492 Special Operations Wing (SOW), Hurlburt Field, FL is charged with conducting Aviation Foreign Internal Defense by Headquarters Air Force Special Operations Command. The SOW has a requirement to maintain aircrew currency and proficiency in the single engine C-208 Caravan EX aircraft, per AFSOC/A3 "AvFID Single Engine Aircraft Requirement" memorandum dated 12 September 2014, to support the AvFID mission to assess, train, advise, and assist foreign aviation forces in airpower employment, sustainment, and force integration. The attached PWS will fulfill an emerging requirement. CLEARANCE REQUIREMENTS: Contract security requirements and contractor access to classified information shall be in accordance with the National Industrial Security Program Operating Manual (NISPOM) and as specified in the DD Form 254 - Contract Security Classification Specification, to be included in the solicitation. IT IS THE RESPONSIBILITY OF THE CONTRACTOR TO CHECK THE DESIGNATED GOVERNMENT POINT OF ENTRY - FED BIZ OPPS - FREQUENTLY FOR ANY CHANGES TO THE SYNOPSIS. All interested parties are invited to submit an email titled "FA0021-18-R-0003-Interested Vendor" with their ability statement and/or questions, NLT 4 January 2018, 1200 CST, to Ms. Jordan Roby, Contracting Officer, at jordan.roby@us.af.mil AND Lt.
