Description
In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order on a sole source basis to IHS Global to purchase Petra software license renewals for the base period of performance of January 1, 2018 “ December 31, 2018, plus up to four, one-year option periods. The Petra software and associated modules provide built in data processing and analytical capabilities for basic to advanced subsurface interpretation and analysis of well logs, seismic data, and user generated interpretations for gridding, plotting and visualization. This Petra software is used by NETL researchers daily for data analysis, evaluation, interpretation, and visualization of subsurface data and information. The IHS PETRA software is required to ensure custom datasets, scripts, and interpretations built by NETL researchers for use with Petra remain functional with existing resources. This is considered a sole source to IHS because, to the best of the NETL ™s knowledge, based on market research conducted, IHS is the only known source that can provide this product. Petra is an exclusive software product only licensed by IHS Global. IHS is the sole source provider for the Petra software licenses renewals. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 5:30 PM ET on December 29, 2017. Responses must be submitted in writing to the purchasing agent, Lora Stumpf, via email at stumpf@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
