- Description
- The U.S. Coast Guard (USCG) has a requirement to continue work under the Multidiscipline Healthcare Services contract HSCG84-12-C-AA5413 with CentralCare Incorporated. CentralCare Incorporated provides professional medical support services in the areas of clinical psychology, optometry, dentistry, emergency medicine, medical and public health, psychiatry and pharmacology services for the USCG, Health, Safety and Work-Life Service Center in the South Region of the United States, including Puerto Rico. US Coast Guard intends to award a sole-source bridge contract, for a base period of one month, January 1, 2018 through January 31, 2018; and (5) one month options for a total potential period of performance of six (6) months or through June 30, 2018, to CentralCare Incorporated pursuant to 10 U.S.C. 2304 (c)(1), Only One Responsible Source. This sole source bridge contract will allow the continuation of current work and the addition of new work until the competitive follow-on contract, HSCG23-17-C-P1C006, Multidiscipline Healthcare Services protest is resolved. The protest was submitted to GAO on October 18, 2017 with an anticipated decision date of February 17, 2018. The bridge contract is necessary to ensure the continuity of highly specialized medical support services provided to active duty and reserve members, as this is a mission critical function to the US Coast Guard. A sole-source award to CentralCare Incorporated for a bridge contract is necessary due to the nature and urgency of the work performed under this contract and the fact that we are conducting a competitive follow-on procurement. CentralCare Incorporated has the combined training, experience and expertise to provide uninterrupted continuation of mission critical medical support services. Should these services be interrupted, the USCG will be unable to fulfill the health and medical needs of its service members. If the USCG were to attempt to procure these services from any other source for this interim period, it would cause negative impacts in fulfilling the USCG's mission due to the additional time needed for any other source to reach the current level of expertise of CentralCare Incorporated. The competitive follow-on contract, HSCG23-17-C-P1C006, was awarded to Vesa Health & Technology, Inc. on September 29, 2017. GAO received a protest on October 18, 2017 with an anticipated decision date of February 17, 2018. Because of the time in procuring and planning another contract, CentralCare Incorporated is considered the only contractor that can meet Coast Guard's needs given the short term of the extension.
