Background: The US Army Contracting Command-Afghanistan is only exploring options for Kabul Surveillance System Camera and Security ( KSS) Upgrade & Expansion. The goals of this Request for Information (RFI) is to obtain feedback from industry to assist the Government formalize and further define this requirement. This RFI is an early exchange with industry as authorized in FAR 15.201(c) and (e). At this time, the Government is not accepting Capabilities Statements. B. Introduction: THIS IS A RFI ONLY - This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP)/Request for Quote (RFQ) or a promise to issue an RFP in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP (if one is issued). If a solicitation is released, it will be synopsized on the Federal Business Opportunities website ( https://www.fbo.gov/ ) and in the Joint Contingency Contracting System (JCCS) website ( https://www.jccs.gov ) which is for local vendors from Afghanistan. It is the responsibility of a potential offeror to register and monitor these sites for any information pertaining to this RFI. You are required to submit a cover sheet with your company's name, cage code, and address and include the business Point-of-Contact (POC) (name and email) that we may communicate with regarding this RFI. Provide a capability statement in regards to your company's ability to deliver the type of services described in the attached draft Performance Work (PWS); we are also soliciting comments for the draft PWS. Company information provided to the Government in response to this RFI will be considered privileged commercial information and protected from disclosure under exemption (b) (4) of the Freedom of Information Act. As such, the Government will not disclose or share your company information outside the U.S. Government and U.S. Government support contractors. No classified or FOUO information should be included in your response. The Government will publically post our response to questions received for this RFI without disclosing the identity of the firm submitting the question. C. Questionnaire: We recommend that you read the PWS before responding to the questions below. We highly encourage your participation in this RFI in order to achieve an understanding of best practices within the industry. Please provide a full and detailed explanation for each of the following questions. 1. Do you have an existing familiarity with Closed Circuit Television Cameras (CCTV) and Automatic Number Plate recognition Cameras (ANPR) to include the installation and maintenance of such cameras in Afghanistan or in a location that present the same or similar challenges as that of Afghanistan? 2. One of the objectives of this Draft PWS is to have an ANPR system that should be able to record every vehicle that enters and leaves Kabul. How would you accomplish this task? What system would you recommend for this task? 3. How would you address the phased replacement approach? 4. Do you have any construction/implementation related concerns? 5. Are there any security concerns you may have? 6. What are your thoughts on the use of fiber or wireless systems? 7. What considerations and risks do you anticipate in maintaining cameras at the installation in Afghanistan? 8. Do you have the ability to execute a contract of this size and magnitude or would you have to build a team to support a contract of this size in Afghanistan? 9. How long would it take to prepare a proposal of this magnitude? 10. How would you envision supporting this contract in Afghanistan? 11. What do you see as the biggest challenge in keeping the cameras operational? How would you mitigate these challenges (if any)? 12. What process/procedure/equipment would you use to respond to an immediate maintenance need? What method does the industry use to track emergencies with these camera systems and how would these apply in Afghanistan? 13. Do you have a facility here in Kabul with all the requisite equipment needed for support? If not, how would you envision accomplishing the required maintenance tasks? 14. What additional information would you like to see addressed or added to the contract solicitation to make it easier for you to put together a proposal? 15. Is there newer technology that we overlooked or excluded? 16. Can this requirement be awarded as a firm fixed price? (If not, why) 17. Did the PWS clearly explain the requirement? Alternatively, are there areas of ambiguity that require clarification? Please identify the PWS paragraph and number needing such clarification in your response. D. Submittal Information: We would appreciate all responses to this RFI at your earliest convenience but not later than 17 December 2017 by 5:00 PM Local Afghanistan Time. The Government Requests that interested parties answer each of the questions in this RFI (1 - 17 above) with a brief statement/response. Responses or inquiries about this RFI shall be submitted electronically via e-mail to: stonnie.w.martin.ctr@mail.mil. The subject of your email must include your company's legal name, state the nature of your email and include the RFI number. Again, the Government will publically post our response to questions received for this RFI without disclosing the identity of the firm submitting the question.
