- Description
- The Missile Defense Agency releases the Draft Request for Proposal (RFP), solicitation number HQ0147-17-R- 0015, for the Agency's Type 4 Subscale Target acquisition. MDA encourages industry input, comments, and questions to identify and resolve concerns regarding the acquisition and to improve the understanding of Government requirements and industry capabilities. Questions and/or comments are due to MDA no later than 1600 Central Time on 22 December 2017 and should be submitted to T-4SubscaleTargetACQ@mda.mil, subject line "Type 4 Subscale DRFP#1." Industry is advised that the final RFP, when posted, will supersede any draft information posted to date. The final RFP will represent the Government's requirement. All communications concerning this acquisition must be coordinated through the Procuring Contracting Officer. Please note the restriction on the use of liquid fuels as a solution has been lifted. All documents, including a library of classified and unclassified related documents, will be made available to interested Prime Offerors. The Offerors' Library, Unclassified and Classified is established and will be updated on an as needed basis. The Unclassified bidder's library is available on the FBO website, as a sensitive/secure package. The Government intends to include all responses to the questions presented by the Industry in the Bidder's Library. Please note, these draft documents are not final, and the documents may change significantly because of industry feedback, as well as internal and external review and approval processes. Unclassified Bidder's Library: Interested parties must follow the below process in order to gain access to the library. Access to the Bidder's Library: Sensitive/secure documents may contain For Official Use Only (FOUO) and/or Controlled Unclassified Information (CUI); therefore they are loaded to the FBO website as export controlled documents, which require export controlled and explicit access. Vendors can request explicit access, and be granted access to view controlled, unclassified documents with explicit access designation through the FBO website. Only authorized vendors may access export controlled documents in FBO. Export controlled access level requires the vendor's marketing partner information number (MPIN) be certified by the Defense Logistics Agency (DLA) Logistics Information Service's (DLIS) Joint Certification Program (JCP). FBO receives a daily feed of authorized vendors, which determines access based on a vendor's Commercial and Government Entity (CAGE) code/MPIN. MPINs are selected/assigned when a vendor registers in the System for Award Management (SAM) at http://www.sam.gov. Reference the FBO Vendor Guide and/or demonstration video entitled "Advanced Functionality: Search Agents, Watchlists and Export Controlled Documents" available on the FBO homepage for more information regarding access to export controlled documents. Additional information regarding application for the JCP certification is available at the DLA DLIS JCP homepage at http://www.dlis.dla.mil/jcp/ Default.aspx. If you are not able to access the export controlled FBO document 24 or more hours after receipt of the JCP certification, contact the Federal Service Desk (FSD) at https://www.fsd.gov/fsd-gov/home.do or 866-606-8220, and ask for assistance with your JCP certification in your SAM account. This should allow you to view export controlled documents posted to the FBO website. Disclosure, copying, dissemination, distribution, and destruction of the material shall be in accordance with the FBO Terms and Conditions individuals must agree to prior to viewing the attachments. Offerors will be notified of the availability or of any updates to the Library. Classified Bidder's Library: Interested parties must follow the below process in order to gain access to the library. In order to obtain any classified information interest parties must submit the Classified Information request in an email to T-4SubscaleTargetACQ@mda.mil. The subject line shall state "HQ0147-17-R-0015-Classified Library Access". Access to the Prime Offerors' Classified library will be restricted to Prime Offerors' personnel who have been cleared by MDA Contracting and Security Officials. Interested Offerors shall complete the T-4 Subscale Access Agreement Form included in this announcement. Classified information will only be distributed via the Classified Network (CNET) or in person at MDA. If information is delivered via CNET, Prime Offerors must include the CNET account to which the information will be delivered. If the Classified information is being picked up at MDA the person must be listed on the Information Request form and provide a photo ID at the time of pick up. Additionally, all information hand-carried must meet all applicable policies and regulations for the transport and safeguarding of classified information. Industry is reminded that interested Offerors must request access to Draft RFP unclassified documents at https://www.fbo.gov and may also register to receive email notification when additional information, solicitation documentation, or amendments regarding this acquisition are issued and available for downloading. The MDA will not directly send Offerors the solicitation documents or any amendments. It is each Offeror's responsibility to periodically check this website for updates.
