- NOTICE OF INTENT TO SOLE SOURCE - Paragon Analysis, Corp. The Office of the Comptroller of the Currency (OCC) has a requirement for Advanced Cash Flow training and intends to solicit, on a sole source basis, to Paragon Analysis, Corp. under the authority of FAR 13.106-1(b) - only one responsible source. The OCC anticipates award of a Purchase Order for multiple sessions of a five-day instructor-led Advanced Cash Flow class that is designed for the regulatory community to deepen examiners' ability to evaluate a borrower's cash flow and credit risk. One to three sessions will be offered annually. The highly specialized Advanced Cash Flow training curriculum was previously developed by the subject-matter-expert Paragon Analysis and adapted to OCC's regulatory mission. The course has been vetted with the Chief National Bank Examiner's (CNBE) office and the Continuing Education program office to ensure that the curriculum is consistent with OCC's policies and practices on cash flow analyses as taught in other pre-commissioned credit courses. The process of review and approvals by the CNBE office enabled the course to be appropriately integrated into the OCC bank examiners' curriculum without conflicting with OCC policies or other training courses and without repeating other course curriculum. The anticipated period of performance is from February 1, 2018 through December 31, 2019. This notice is not a request for quotations, and no solicitation package will be issued. The intent of this notice is for informational purposes only. However, any information received at the email address lisa.bucci@occ.treas.gov within five (5) days after the posting date of this notice will be considered by the Government. A determination by the Government not to compete this action is solely within the discretion of the Government.
