- SOW - Fence Repair Hurricane Irma Solicitation This is a combined synopsis/solicitation for commercial items/services are prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. (i) This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation FA6648-18-R-0002 is being issued as a Request For Proposal (RFP). (iii) This solicitation document with the incorporated provisions and documents are those in effect through Federal Acquisition Circular 2005-72. The Department of the Air Force, 482nd Homestead ARB, FL has a requirement repair and install fencing system in different areas of Homestead Air Reserve Base..The requirements include: meeting all specifications in the Staement of Work Statement (SOW) and the attached technical data, maps and procedures.The products are Chain Link Fence and Wooden Shadowbox Fence with their components. Period of Performance is contingent upon award date. A site visit of the area for service is scheduled for 9:00 A.M. on 20 Dec 2018. Provide the name(s) of the representative(s) from your company who will be attending by noon on the 18 Dec 2018 to reinaldo.mare@us.af.mil. Attendance at the site visit is encouraged. There will not be an opportunity to schedule an alternate day for a site visit if your company cannot attend. We anticipate a single award contract based on Lowest Price Technically Acceptable. This procurement is a 100% Small Business set-aside IAW FAR 19.502-2 (a). The North American Industry Classification System (NAICS) Code for this requirement is 238990 and the small business size standard is $15 M. The magnitude of this project is between $100,000 and $250,000. This will be a fixed price construction contract. Offerors are required to be registered in Systems for Awards Management (SAM) to receive an award. The solicitation will be made available only on the FedBizOps website. Paper copies will not be available. No telephone calls or written requests for this solicitation package will be accepted. All proposals shall be sent via email to reinaldo.mare@us.af.mil. Once the solicitation is posted, it is the interested parties' responsibility to review the site frequently for any updates/amendments to the solicitation. Period of Performance: 90 Days Proposals shall Include: --Provide a proposed technical approach and solution to each scope requirement. --Identify and analyze the reason for significant deviation of any methods and processes from scope and provide an alternative method. --Directly identify any special terms/conditions. --Provide a preliminary statement of the personnel required and hours required for the project. --Provide a preliminary description of proposed materials and equipment required. --Include a final price for completion of project and all itemized costs listed. DISCLOSURE OF MAGNITUDE between $100,000 and $250,000 Enter price(s) in Section 00 10 00 - Solicitation using a typewriter or black ink. A cost breakdown for each Contract Line Item (CLIN) in section is requested with proposal. A 100% Performance Bond and 100% Payment Bond will be required prior to issuance of notice to proceed. By partnership agreement dated 1 Feb 2002 between the Small Business Administration and the Department of Defense, the SBA delegated to the Under Secretary of Defense (Acquisition, Technology, and Logistics) its authority under para. 8(a)(1)(a) of the Small Business Act (15 U.S.C. 637(a)) to enter 8(a) prime contracts and its authority under para. 8(a)(1)(b) to award the performance of those contracts to eligible 8(a) program participants. Contractor must be registered in the System for Award Management (https://ww w.sam.gov). An award cannot be made to a contractor not registered. Prospecitve offerors are required to provide estimated time frames for completion of project with proposal. Notice: Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation either before or after the closing date. A site visit will be held on 20 Dec 2017 at 9:00 am. Proposal will be due 8 Janurary 2018 at 4:00 pm.
