- This announcement is a Notice of Intent to Award Sole Source by the Space and Missile Systems Center (SMC), Advanced Systems and Development Directorate (AD), Contract Office (ADK), Kirtland AFB, NM. This Notice of Intent does not constitute a Request for Proposal (RFP), nor is it to be construed as a commitment by the Government to further evaluate capability briefs, release a competitive solicitation, or award a contract. The Department of Defense (DoD), Experimental Launch & Test Division (LEX) has a requirement to establish an Aging Surveillance (AS) contract for procurement of motor and component test, evaluation, engineering support, and disposal for all stages of Minuteman (MM) and Peacekeeper (PK) systems. AS will ensure that motors and components that are well past their original life expectancy are safe to store and reliable for reuse. The Government has conducted extensive market research leading up to development of its acquisition strategy. A Sources Sought Synopsis (SSS), Solicitation Number FA8818-16-C-0021 was posted on FedBizOps (FBO) 12 April 2016. Only one Statement of Capability (SOC) was received. The Government conducted additional research and identified a future potential for competition of the AS requirement. However, at this time there are no other contractors who are capable of performing all AS requirements without causing unacceptable delays to the mission requirements. The Government intends to award a Sole Source contract to Orbital ATK (OATK) under the statutory authority 10 USC 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1(a)(2)(ii)(B), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements which would result in unacceptable delays in fulfilling its mission requirements. This action assumes OATK is the only contractor capable of providing this service without causing unacceptable delays to the Government. The Justification and Approval document will be made available on FBO within 14 days of contract award.
