- Description
- The Naval Air Systems Command intends to issue a Cost Plus Fixed Fee (CPFF) Indefinite Delivery/Indefinite Quantity (IDIQ) contract on other than full and open competitive basis to Lockheed Martin, Owego, NY. This effort is for the procurement of software corrections, modifications, and delivery in support of the foreign and domestic MH-60R/S platforms procured by the NAVAIR Multi-Mission Helicopter Program Office (PMA-299). This includes technical, managerial, and procedural support and delivery necessary to update, correct, and maintain operational software, vendor software, maintenance-related software, mission planning software, flight test software, and laboratory support software. The projected period of performance is for 60 months. This requirement will be procured in accordance with FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy the agency's requirements." No solicitation document exists. Lockheed Martin is the only known source with the engineering and technical data required to perform this effort. Note: This proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement through a capability statement, which includes your approach to accomplish this effort in a seamless inclusion into the H-60R/S program schedule. This notice of intent is not a request for competitive proposals. However, any capability statements received by 5 January 2018 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
