- THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY The Centers for Disease Control and Prevention (CDC), Center for Global Health (CGH) contemplates award of a firm-fixed-price sole source purchase order to Tribhuvan University Institute of Medicine in Nepal to conduct the study of immune status against poliovirus type 2 for children who receive one dose of IPV (inactivated poliovirus vaccine) prior to study enrollment. The University will determine the proportion of children with antibody levels protective against type 1 and type 3 after receiving several doses of bOPV (bivalent oral polio vaccine) and one dose of IPV in sequential schedule. Because Tribhuvan University is the oldest and largest university in Nepal, it possess the numerous resources required to fulfill this requirement. It has extensive experience in conducting clinical trials in a pediatric population, involving vaccine preventable diseases such as pneumonia, polio, HIV and other diseases. The University staff have experience and knowledge in the methodology required to implement clinical trials under Good Clinical Practices (GCP) guidelines, which may differ from those used for epidemiological surveys or evaluation of public health programs. For example, clinical trials require specific training for conducting physical examinations needed for selection of study participants. The study will be undertaken in Nepal, a resource-limited country. This presents specific language, social and cultural considerations that need to be taken into account in the implementation and management of the study. Tribhuvan staff satisfy the need to have appropriate language and cultural skills and background to obtain parental consent for participation, and they possess the skill to conduct proper follow-up and management of potential adverse events after administration of study vaccines. The University staff have many years of experience in clinical care for young children, such as those will be the participants in the IPV study. They have experience and knowledge from previous work to select children who fulfill the study enrolment criteria, to provide oversight of study staff and adherence to GCP, and to provide appropriate diagnosis and management of potential adverse events in the participants. This requirement is not set aside for small businesses. CDC is not requesting competitive proposals and no solicitation is available. Interested parties who believe they possess the capabilities to satisfy this requirement should indicate their interest in writing and submit a capability statement demonstrating their ability to meet this requirement no later than 5:00 PM Eastern Standard Time, on December 19, 2017. Determination not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Respondents will assume all financial costs for preparing a response to this notice. The U.S. Government assumes no financial obligation for the preparation and distribution of prepared responses.
