Description
UNITED STATES TRANSPORTATION COMMAND (USTRANSCOM) REQUEST FOR INFORMATION (RFI) PACOM FIXED-WING AND ROTARY-WING AIR SUPPORT TRANSCOM18R003 1. Purpose This RFI is being issued for informational and planning purposes. Information gathered under this RFI will be used as market research. Information provided will be used within United States Transportation Command (USTRANSCOM) to facilitate decision making and will only be disclosed to the stakeholders of the requirement. This announcement is not a Request for Proposal (RFP) or solicitation of any kind. USTRANSCOM is not seeking or accepting unsolicited proposals for this requirement. This notice should not be construed as a commitment of any type by the Government to take or not take any action. Please note USTRANSCOM will not be responsible for any costs incurred by any entity which provides and/or attempts to provide information in response to this RFI. 2. Description USTRANSCOM is responsible for providing for the transportation needs of the Department of Defense (DoD). The US Pacific Command (PACOM) Area of Responsibility (AOR) requires 24 hours per day, 7 days per week, dedicated Rotary-Wing (RW) and Short Take-Off and Landing (STOL) Fixed-Wing aircraft, and paramedic-level field and inflight patient care for Personnel Recovery (PR), Casualty Evacuation (CASEVAC), and airlift (passenger, cargo, or a combination thereof) services. The performance area is primarily within the Republic of the Philippines (primarily Manila), but in rare instances air transportation may be needed from the Philippines to Singapore or Japan. Specific task areas are Contract Management, Operational Services, and Ground Support Services. Contract Management consists of the functional activities relating to the management, administration, staffing and reporting requirements of this effort. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, limited security, non-personal services, and other items necessary to perform the services required. Operational Services require the contractor to provide safe transportation of personnel and cargo throughout the AOR. The contractor shall provide, operate, maintain, and fuel aircraft throughout the AOR to meet the requirements identified. The contractor shall support common user requirements such as logistics or distribution routes as well as user-specific requirements. Support shall also include military exercises and natural disasters. Ground Support: The Government may require a range of airlift ground support to augment and enhance airlift operations. Aircraft should have the capability of the following requirements: Fixed Wing - Capable of taking off and landing on a 2,400-foot runway or less, and - Capable and proficient at operating on unimproved runway surfaces, and - Minimum 500 nautical mile (NM) unrefueled range, and - Capable of Night Vision Goggle (NVG) Operations (Est. 20% of missions), and - Operations (Est. 20% of missions), and - Minimum 6 Passengers (Pax), and - Minimum lift requirement (Pax and/or cargo) of 2,000 lbs., and - Capable of carrying a minimum of two non-ambulatory litter patients; two ambulatory patients; and up to 2 medical attendants. Rotary Wing - Ability to carry 18 Pax (depending on cargo load), and - Minimum 400 NM unrefueled range, and - Minimum lift requirement of 5,000 lbs. (Pax and/or cargo), and - Capability of Night Vision Google (NVG) Operations (Est. 20% of missions), and - Configurable compartment (ability to add/remove seats for more Pax or cargo), and - Sling load capability, and - Capable of carrying a minimum of two non-ambulatory litter patients; two ambulatory patients; and up to 2 medical attendants. The NAICS for this effort is 481211. The Small Business Administration small business size standard for NAICS code 481211 is 1,500 employees. Do you have fixed-wing aircraft that will meet the identified capability requirements? If so, please list the aircraft type(s). c. Do you have rotary-wing aircraft that will meet the identified capability requirements? If so, please list the aircraft type(s). d. How many days from date of award is needed to position aircraft, crews, and personnel in PACOM and begin performance (i.e., flying missions)? US Flag Carriers Operating in PACOM a. Would you be interested in sub-contracting to foreign flag carriers, if possible? b. What risks are associated with subcontracting air transportation in the PACOM AOR? c. Are there any concerns with deploying, basing, and maintaining aircraft in the PACOM AOR (i.e. clearances, installation access, etc.)? c. Is it expected that subcontracting to a foreign flag carrier result in a higher or lower costs? 4.
