Description
Notice of Intent to Award on a Sole Source Basis Navy Strategic Systems Programs (SSP), hereby gives notice of their intent to award a firm fixed price contract to General Dynamics Mission Systems (GDMS), 150 Rustcraft Road, Dedham, MA 02026 on a sole source basis utilizing FAR 13, Simplified Acquisition, procedures in accordance with FAR 13.106-1(b)(1)(i), only one reasonably available. This requirement is for three Tactical Local Area Network Encyrption (TACLANE) KG-175GM. This includes a Generic Discover Server (GDS) software and software maintenance. Additionally, SSP requires software operator training for these TACLANE upgrades. TACLANE is a network encryption device developed by the National Security Agency to provide network communications security on Internet Protocol (IP) and Asynchronous Transfer Mode (ATM) networks for the individual user or for enclaves of users at the same security level. A TACLANE is a low-cost, type 1, in-line network encryptor for the deployment in the Department of Defense tactical and strategic networks. TACLANE allows SSP users to communicate securely over legacy networks such as the Mobile Subscriber Equipment packet network, Non-Secure internet Protocol Router Network, Secret Protocol Router Network, and emerging ATM networks. TACLANEs also provide encryption for IP datagram traffic. GDMS is the exclusive proprietor, manufacturer, supplier, and authorized repairer of the required device and software. The device described above is the only available NSA approved device that provides the mission critical capabilities SSP requires. The North American Industry Classification System (NAICS) for this requirement is 334210 and the annual size standard is 1,250 people. This is not a request for competitive proposals; however, all proposals received in writing within 14 days after date of publication of this notice will be considered by the Government. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined in this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
