- The 502d Contracting Squadron (CONS), 395 B Street W, Bldg. 224, Ste.2, Randolph AFB, TX. 78150 intends to award a single source purchase order to Sinclair Bio-Resources LLC, 562 State Road DD, Auxvasse, MO, 65231. The proposed contract action is for eight (8) Sinclair Female, Miniature Pigs (3-4 months old, 10 - 15 kg in weight), in support of the AF Surgeon General approved research project to investigate white matter injury (brain MRI changes) and Serological changes seen with hypobaric (high altitude) and hyperoxemic (at sea level) exposure respectively. This experiment is an ongoing study requiring a specific genetic line of Sinclair Miniature Swine that have been used since the inception of the research project. Attaining the same breed of swine will mitigate invalidation of the research/study, as the same type of animal will reduce outlying variables associated with procuring a different animal or breed of swine. The NAICS Code for this acquisition is 112210, and the small business size standard is $750,000.00. The statutory authority permitting other than full and open competition is 10 U.S. C. Section 2304 (c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements and 13.106-1(b)(1)(i), Soliciting from a single source. All interested sources who can refute these findings with clear and convincing evidence to support their ability to provide the Sinclair Female, Miniature Pigs should respond via e-mail to Mr. José A. Olmo-Rivera, Contract Specialist, at jose.olmo_rivera@us.af.mil no later than Monday, 11 December 2017, 1:00 P.M. (CST). This is NOT a solicitation for proposals or an invitation for bids. The Government does not anticipate receiving responses to this notice. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
