- Notice of Intent to Sole Source 1. Solicitation Number W912P7-18-R-0006 2. Soul Source Title: Analysis of micro-plastics in fish tissue in an aquatic environment. 3. California Department of Public Health (CDPH) 4. Contracting Office: U.S. Army Corps of Engineers, San Francisco District 5. San Francisco, California 6. Description: Task 1: R9 Support Tasks: CDPH to receive subsamples of the sediment to be used in the RARE phase 1 extraction method comparison both before and after MP spiking to utilize the PUE based method (up to 5 samples). CDPH will receive subsamples of sediment the RARE phase 2 MP identification analysis comparison both before and after MP spiking utilizing the PUE based method (up to 5 samples). Extract and analyze sediment samples from Tern Island, provided by EPA region 9, following the refined protocol (up to 5 samples). Extract and analyze water and biota samples as directed by EPA (up to 10 total samples) Task 2: MBARI Support Tasks: In Year 1, up to twelve (12) sediment sampling locations will be selected by each of the four participating Regions for a maximum of 48 samples (Summer 2018). Locations will be coordinated between Regions to ensure that a wide range of sediment environments and potential plastic sources are captured. All locations selected for the study will be sampled by collecting the top 5 cm of sediment from two deployments of a grab sampler (e.g., Young, van Veen, and Ponar). Regional sediments will be sent to AED (Fall 2018) where they will be homogenized and split. The sediment splits will be extracted for microplastics at AED. After the microplastics are extracted and isolated onto filter paper, they will be shipped to CDPH for identification (Winter 2019). CDPH will conduct advanced microspectroscopy on extracted microplastics (e.g., FTIR and Raman) provided by AED to identify polymer type. CDPH will also quantify the number of microplastic particles on each filter and categorize the particle as to shape and size. 7. Background: Two sets of objectives are included in this project. The first below is the initial study of micro-plastics and potential effect if endangered species in the south pacific eco system (attachment R9 requirements). The second set of objectives below are in support of the associated USEPA RARE project (attachment RARE requirements). "In support of the Tern Island investigation EPA must refine sampling and analytical approaches to detect microplastics in sediment and biota developing a sound sampling plan that supports risk characterization. Because contaminants associated with microplastic are likely to bio-accumulate, posing environmental and human health risk, understanding of the food web for potentially impacted organisms is also an essential part of the process. This IA will support the development of sediment and biota sample extraction and analysis (CDPH Tasks) and identify the trophic level diagram and samples of opportunity associated (MBARI Tasks) required in the Tern Island site investigation." "The objective of the project is to use California Department of Public Health (CDPH) expertise to identify extracted and isolated plastic particles between 30 and 1000 um from a number of regional sediment samples. EPA Region 9 presently collaborates with the CDPH through an IA with the USACE. The CDPH developed a published method for extracting and identifying microplastics from the complex stomach contents of fish. This project expands on CDPH expertise in the identification of microplastics. The microplastic particles will be extracted and isolated from Regional sediments at the AED laboratory prior to CDPH identification, quantification and categorization." 8. Scope and Purpose: The overall Objective of this agreement is to provide technical services to support the US Army Corps of Engineers (US ACE) and the US Environmental Protection Agency to provide bio assays requirement for identification of micro-plastics in Sport Fish harvested from Lake Michigan. 9. North American Industry Classification System (NAICS) Code: The NAICS Code for this requirement is 923120, Administration of Public Health Programs. (NAICS Sector 92 - Small business size standards are not established for this sector. Establishments in the Public Administration sector are Federal, State, and local government agencies which administer and oversee government programs and activities that are not performed by private establishments. 10. Anticipated period of Performance: Anticipated period of performance is 36 months from day of contract award. 11. Information to industry: This is a Notice of Intent to Sole Source for Information purposes in accordance with (IAW) Federal Acquisition Regulation (FAR) 5.201 and not a request for competitive proposals. Therefore, no solicitation documents exist for this requirement. Interested parties should submit a Capability Statement and pricing information for this requirement within fifteen (15) days of public notice to be considered by the Government. A determination to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses received will be considered solely for the purpose of determining whether to conduct a competitive requirement. 12. response Due Date: Interested vendors should submit the Capability Statement in response to the Notice of Intent to Sole Source electronically by 12:00PM (PST) 26 December 2017 via email to the contract specialist, James Neal at james.neal@usace.army.mil.
