- The purpose of this RFI is to determine if there are sources with the ability to deliver a quantity of 72 Interim Maneuver Short Range Air Defense (IM-SHORAD) systems that meet the requirements and schedule constraints designated in this RFI. The United States Government (USG) will not pay for information received or equipment used by the contractor. Any information provided will be protected in accordance with the document markings. In accordance with Federal Acquisition Regulation (FAR) 15.201 (e), responses to this notice are not an offer and cannot be accepted by the USG to form a binding contract. Per FAR 52.215-3, Request for Information or Solicitation for Planning Purposes: (a) The USG does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited. (b) Although "proposal" and "offeror" are used in this RFI, your response will be treated as information only. It shall not be used as a proposal. (c) This RFI is for planning and market research purposes only and should not be considered as a request for proposal or as a solicitation to do business with the USG. IM-SHORAD PROGRAM OVERVIEW The USG is requesting information on solutions to defend maneuvering formations and other tactical echelons from low altitude air attack and surveillance. Adaptive threats have developed a suite of airborne capabilities, supported by an integrated mix of surface-to-air and surface-to-surface effectors, which challenge U.S. Army maneuver forces' ability to conduct operations on the ground, in the air, and in the cyber domains. Therefore maneuvering formations require air defense capabilities to counter a wide range of air threats: Unmanned Aerial Systems (UAS) (Group 2-3), Rotary Wing (RW), Fixed Wing (FW), and UAS (Group 1). The USG is requesting information on industry's ability to provide 72 IM-SHORAD systems. The contractor should be able to deliver 12 production representative prototypes for USG Testing no later than (NLT) 3QFY19. The contractor should be able to start delivering an initial 36 systems for fielding NLT 4QFY20. The remaining 36 units should be delivered to support fielding NLT 4QFY21. IM-SHORAD Attributes Vehicle Platform: The IM-SHORAD solution (kinetic and non-kinetic) must be integrated onto a Stryker Combat Vehicle. Sensor: The IM-SHORAD solution must be interoperable with the Sentinel Radar in its current configuration through the Mission Command Architecture. Mission Command Architecture: The IM-SHORAD solution must be capable of integrating into the Army Mission Command. The system should integrate with Forward Area Air Defense-Command and Control (FAAD-C2) with Rajant or Terrestrial Transmission Line of Sight (TRILOS) radios with the Rugged Handheld Terminal Unit (RHTU). Additionally, the solution must be interoperable with fielded Situational Awareness displays [Air Defense Interrogator (ADI), and Blue Force Tracker (BFT)]. Interceptor: The IM-SHORAD solution must have multiple, Army fielded selectable effectors to include two (2) Interceptor types with the basic load of four (4) Stinger Missiles and four (4) Longbow Hellfire Missiles. Gun Effector: The IM-SHORAD solution must have a ground qualified and Army fielded mounted gun effector, minimum.50 Caliber up to 30mm with optical/infrared sensors Non-Kinetic Effector: The IM-SHORAD solution must have an Army fielded Electronic Warfare effector designed to engage and counter UAS. The USG will provide the following as Government Furnished Equipment (GFE)/Government Furnished Information (GFI) for the production: • STRYKER Combat Vehicle (Reconnaissance Vehicle - Fully Mission Capable) • FAAD-C2 and Interface Control Document (ICD) There are "Must Do" and "Desire To Do" criteria in priority to meet the required IM-SHORAD solution. "Must Do" criteria: 1. Priority One: All lethality capability integrates onto an existing combat vehicle platform that has mobility consistent with that of the supported force (speed and terrain). 2. Priority Two: Defeat, in priority order: UAS (Group 2-3), RW, FW, and UAS (Group 1) throughout 360 degrees, at operationally significant engagement ranges to defeat and disrupt the enemy. 3. Priority Three: Must have multiple, selectable effectors (kinetic and non-kinetic). 4. Priority Four: Capable of engagement at the short halt. Definition of at the short halt is <30 seconds. 5. Priority Five: Must utilize and/or interoperate with current Army architecture, mission command, and the Sentinel radar system. 6. Must provide a ground target engagement and self-defense capability. "Desire To Do" criteria: 1. Priority One: Capable of engagement on-the-move. 2. Priority Two: Must detect, track, and identify and prosecute all low-altitude air targets and ground targets up to 360 degrees using onboard sensor capability. RESPONSE INSTRUCTIONS Part A. Capability: All information provided will be adequately protected. Any proprietary information must be identified. To be reviewed, the statement "Releasable to USG Agencies and their supporting Contractors for Review Only" must accompany any proprietary submission. The USG reserves the right to request further clarification to enhance understanding of the respondent's submittal. Interested offerors are requested to submit the following in a white paper no later than 22 December 2017: 1. Description of your proposed solution 2. Brief description of your company's capabilities and the nature of the goods and/or services you provide 3. Description of anticipated risks and mitigation steps associated with your proposed solution 4. Name of proposed subcontractors, if any 5. Description of the expected performance and effectiveness of proposed solution 6. Technical Maturity Level of the proposed solution 7. Provide a Rough Order of Magnitude (ROM) cost and integration schedule with milestones for the 12 initial production representative prototypes to include integration and test by fiscal year 8. Provide a ROM cost for production of the 72 solutions in the quantities and timeframes requested to include unit and annual support costs 9. Provide a production schedule with milestones (to include timeline for restoring the initial 12 production representative prototypes back to production standards) 10. Provide ROM cost for Technical Data Package (TDP) 11. Define any GFE/GFI request (to include condition) and need dates 12. Include your ability to increase procurement quantity beyond 72 systems and provide your annual production capacity 13. Provide ROM cost for Contractor Logistics Support (CLS) to include: training, technical manuals, sparing, etc. 14. Description of any other relevant information about the proposed system that may be beneficial for the USG to know FUTURE PLANNED REQUEST FOR PROPOSAL (RFP) It is the intent of the USG to issue an RFP in calendar year 2018 to solicit proposals for an IM-SHORAD solution. Offerors may submit an Item Sample (akin to a "Bid Sample") in support of their proposal response to the planned 2018 RFP. For the purpose of the evaluation, an Item Sample is defined as a functional system level asset or functional hull and /or turret. Vehicle sub-systems will not be accepted as Item Samples. Item Sample submission is optional, but may impact the USGs evaluation. Additional information regarding the IM-SHORAD requirement and the Item Sample will be provided in the RFP when released. SUBMISSION INSTRUCTIONS: Submission shall be unclassified and shall be limited to no more than 25 one-sided 8.5" x 11" pages using 11 point Arial font size with one inch margins; line spacing shall be set at no less than single space. Tables, drawings and header/footer information shall be 10 point Arial font or larger. If any of the material provided contains proprietary information, then mark and identify disposition instructions (submitted data will not be returned). Respondents should indicate which portions of their responses are proprietary and should mark them accordingly. Marketing material is considered an insufficient response to this RFI.
