- Description
- The Bureau of Reclamation (BOR) intends to negotiate a sole source contract with the Malheur County Sheriff Department (MSCD), 151 B Street, Vale Oregon 97918 to provide fully qualified, trained, and actively certified Oregon Department of Public Safety Standards and Training (DPSST) assets who possess specialized public safety skill-sets and the required legal jurisdictional authority throughout the entire BOR landscape. In accordance with Oregon Code (ORD 206.010), the MSCD is the chief executive officer and conservator of the peace of the county and have primary authority to provide law enforcement duties in Malhuer County. In addition; MCSD have first response capability within the county limits and the specialized skills, trained personnel and equipment to safely operate the tools and administer the necessary life, health and safety patrols. Their specialized training is limited and thus only the proposed contractor possesses the availability/proximity, jurisdiction, knowledge, equipment, and personnel to cooperatively inventory, control, monitor, prevent and manage the area. This anticipated contract action will include a 12-month base period with an anticipated 3/23/2018 -3/22/2019 performance period along with two subsequent 12 month option year periods with the following anticipated 3/23/2019 3/22/2020; and 3/23/2020 3/22/2021 periods of performance. The NAICS code for this effort is 561612. The established small business size standard for this effort is $20.5 million. The statutory authority for other than full and open competition is 10 USC 2304(c)(5), authorizes or requires the acquisition be made through another agency or from a specified source to satisfy the agency requirement.
