Description
JFY10 J-006 APRA HARBOR MEDICAL CLINIC, NAVAL BASE GUAM Construction services are required for a design-bid-build project with the Government of Japan (GoJ) involved as observers in this contracting process, and participating in the construction process, which is funded by the GoJ direct cash contributions (otherwise referred to as Mamizu funds). This project will construct (design-bid-build) a one single level outpatient facility in the Apra Harbor family housing area of Naval Station Guam. The facility will be constructed of reinforced concrete with slab-on-grade foundations, and with all components such as exterior walls, windows, roofing, mechanical and electrical systems compatible with the Guam environment and design standards. Facilities include Administration, Primary Care/Family Practice Medical Home, Optometry Clinic, Physical Therapy, Industrial Hygiene/Preventative Medicine, Dental Clinic, Logistics and Common Areas. Parking for privately owned vehicles (POV) and emergency vehicles are included. The estimated dollar value of the required services range between $25,000,000 and $100,000,000. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 236220 AND AVERAGE ANNUAL RECEIPTS OF $36.5 MILLION OVER THE PAST THREE YEARS. The contract completion period is anticipated to be 730 calendar days. This is a source selection procurement requiring both technical and price proposals. Contract award will be made to the responsible offeror whose offer, conforming to the solicitation, is determined to be the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-price factors. The technical evaluation factors are anticipated to be as follows: (1) Experience; (2) Past Performance; and (3) Safety. The Request for Proposal (RFP) will be available on or about 20 December 2017. Hard copies containing the RFP will not be issued. The RFP, excluding the drawings, will be available through the NECO website https://www.neco.navy.mil. The RFP, including the drawings can be accessed at the following direct link https://www.fbo.gov/fedteds/TDPN6274218R1304 after the RFP is issued. Printed copies of the RFP will not be issued. Contractors must register at the Federal Business Opportunities (FBO) website https://www.fbo.gov to obtain access to the project. Registration instructions can be found on the FBO website. Once registered in FBO, the contractor must request explicit access to the project. An email will be forwarded once the contracting office has approved or declined the request. Approved contractors may view and/or download the project. Amendments will normally be posted to the web site http://www.neco.navy.mil. If the amendment contains drawings, the amendment, excluding the drawings, will be posted to http://www.neco.navy.mil. If the amendment contains drawings, the drawings can be accessed at the following direct link https://www.fbo.gov/fedteds/TDPN6274218R1304. It is highly recommended that firms register on the NECO and on the FBO website as this will be the only plan holders list available. It is the offerors responsibility to check the NECO and FBO website periodically for any amendments to the solicitation. Offerors are required to be registered in the System for Award Management (SAM) database at https://www.sam.gov. A one-time pre proposal site visit is tentatively scheduled for 8 February 2018 at 9:00 a.m. Ch.S.T. This site visit is to provide Offerors with an opportunity to familiarize themselves with the jobsites and conditions to be encountered and is not for the purposes of answering questions. Offerors interested in attending the pre-proposal site visit, shall submit the following information and forms: (1) Firm name, Firm Telephone Number and Name of Attendees, indicating if the visitor does or does not have base access; (2) DoN Local Population ID Card/Base Access Pass Registration (SECNAV 5512/1) Form “ Required for all contractors that do not have access to Naval Base Guam; and (3) Naval Base Guam Foreign National Base Access Request Form “ Required for Foreign Nationals only. The completed forms shall be submitted to Ms. Wanda Okemura at wanda.okemura@navy.mil on or before 2:00 p.m. H.S.T., 9 January 2018.
