Description

Notice Type: Special Notice Synopsis: The Southeast Louisiana Veterans Healthcare System (SLVHCS) intends to award a sole-source firm fixed price contract to Johnson Controls, Inc., 5757 N Green Bay Avenue, Milwaukee, WI 53209-4408 for the following services: install access control equipment/accessories for six (6) doors located within the Surgery Suite at Southeast Louisiana Veterans Health Care System (SLVHCS), 2400 Canal St, New Orleans, LA 70119. The proposed work is an enhancement/upgrade to the security features for these six (6) doors (which are already integrated into the Johnson Controls, Inc. P2000 Building Access Control System in the facility). The authority for this action is FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The estimated cost of this contract is $33,083.00. The North American Industry Classification System (NAICS) code is 561621 with a size standard of $20.5 million for this procurement. The expected award date for this contract is on or before December 29th, 2017. Southeast Louisiana Veterans Health Care System (SLVHCS), recently constructed a new VA medical center in New Orleans, LA. When constructed, this new VA medical center was outfitted with Johnson Controls, Inc. (JCI) P2000 Building Access Control System. JCI s P2000 Building Access Control System is an integrated security network that comprises the overall security system for the entire facility. JCI s P2000 Building Access Control System is a proprietary system that is solely maintained by Johnson Controls, Inc. (the manufacturer). Johnson Controls, Inc. does not allow other contractors/third parties administrative rights/access to this system. Also, JCI does not permit other contractors/third to perform work on this system (P2000) once installed. Services performed by non-Johnson Controls, Inc. technicians would void warranties or other associated agreements that are already in place for this system. As third party contractors, non-manufacturers, and alternate distributors/suppliers are not permitted to perform services on Johnson Controls, Inc. P2000 Building Access Control System in a competitive environment SDVOSB s, VOSB s, and all small businesses would not be able to respond to a solicitation that was set aside for them (for these specific services). This notice is not a request for Expressions of Interest (EOI), proposals, or quotations and no solicitation will be issued. The government does not anticipate receiving responses to this notice however contractors who disagree with this action may submit a letter of interest that demonstrates your firm s technical expertise, certifications, and authorization to compete for this acquisition to include a rationale for why you should be considered. Responses shall be received no later than 5 calendar days after the posting of this notice and shall be submitted via e-mail only to C. Robert Oravetz, Contract Specialist, christopher.oravetz@va.gov. Late responses shall not be considered. No telephone inquiries will be accepted and phone calls will not be returned. Responses received will be evaluated. However, a determination by the Government not to compete the proposed procurement (based on the responses received to this notice) is solely within the discretion of the Government.
