Description
The Marine Corps Tactical Systems Support Activity (MCTSSA) provides technical and engineering support services to the Marine Corps Systems Command (MCSC). MCTSSA's Program & Engineering Support Group (PESG) directly supports Command and Control (C2) programs under the purview of MCSC's Portfolio Manager (PfM) for Command Element Systems (CES). The C2 systems within the Joint Battle Command Platform (JBC-P) Family of Systems consist of the JBC-P CP-Ops, the JBC-P vehicle and JBC-P Marine Common Handheld (MCH) variants. These JBC-P systems fulfill the majority of below battalion digital command and control (C2) and Situational Awareness (SA) communications. Capability of personnel supporting JBC-P Family of Systems (FoS) require current and relevant experience in work related to Command Control Communications and Computers (C4) systems integration and test with the Joint Battle Command Platform (JBC-P) FoS. The Government requirement is to provide test and engineering technical support services required by MCTSSA for the fulfillment of the JBC-P FoS project support responsibilities as required by the Government as it is related to test and integration efforts required by MCTSSA are listed below: • Document support - review, analyze, and provide written comments on technical documentation includes but not be limited to technical studies, system performance and requirement specifications, interface and design documents, version description documents, system manuals, engineering and interface change proposals, test plans, procedures, and reports. • Meeting support - participate in JBC-P FoS meetings such as Working Groups, Configuration Control Boards, In-Progress Reviews, Technical Interchange Meetings, demonstrations, voice teleconferences, and planning sessions as required, provide technical input regarding test and integration considerations and make recommendations to resolve related issues. • Test support - support test events in all phases of testing (test planning, test execution, post-test analysis, and after action assessments and reporting) which include but is not limited to, engineering evaluations, Developmental Test Evaluation, Operational Test, Interoperability Testing, and Test Certification. • Provide test engineer support for technical input regarding JBC-P FoS within the larger Marine Corps tactical command and control architecture. • Help Desk support - MCTSSA maintains a help desk service to the Marine Operating Forces. Occasionally, trouble calls are beyond the capabilities of the personnel that man the help desk. In such cases, the JBC-P FoS program support team will investigate the problem and attempt to identify a working solution. Local travel to customer location may be required. Technical tasks associated with the requirements require access to classified information and a security clearance up to the SECRET level. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market research is purely voluntary; and the Government assumes NO responsibility for any costs incurred; and will not be construed as a commitment of any kind by the Government to issue a solicitation or award a contract. Telephone inquiries will not be entertained, accepted, or acknowledged and no feedback or evaluation will be provided to companies regarding their capability submissions. If your organization has the potential capabilities to perform these contract services, please provide responses and SUBMIT the following: (1) The contractor's experiences on complex and similar requirements as described above; (2) A reference list of relevant DOD contracts within the past three years, to include contract number, dollar value, a brief description of services, and points of contact with phone number; (3) Information related to the contractor's business size and socioeconomic status; (4) GSA Federal Supply Schedule contract number or other Government contracts citing the applicable labor mixes that are authorized under the referenced contract; and (5) A statement as to the capability of providing employees with the required (secret) security clearances.
