Description

Pre-Solicitation Notice 36C25218B0106 Project: Repair Campus Steam Tunnel and Structural Supports Project Number: 695-17-119 Location: Clement J. Zablocki VA Medical Center in Milwaukee, WI The Clement J. Zablocki VA Medical Center has a requirement to Repair Campus Steam Tunnel and Structural Supports. The main steam tunnel runs south and east between Bldg 112 (Powerhouse) and Bldg 111 (Main Hospital). The tunnel is comprised of poured-in-place sections of reinforced concrete: floor, walls and deck (ceiling). Moderate to severe corrosion is present on multiple sections of the concrete and greater than two-thirds of the structural steel supports. This construction effort will replace all structural steel supports and guide plates. Additionally, the project will repair various areas of spalled, cracked and corroded concrete from the inside of the tunnel. A 45-ft section of the tunnel deck (ceiling), located principally under Hines Blvd and Flower Drive, will be exposed by excavation, removed, replaced and water-stopped due to significant corrosion from road salts. Infiltration from a technology manhole located near the Fisher House will be plugged to prevent water entry into the tunnel. Lastly, majority of the tunnel will be excavated, exposing walls and deck, so that he contractor can install waterproofing materials on three sides to prevent further water infiltration and corrosion. The project magnitude price range is between $500,000 and $1,000,000. The North American Industry Classification Code (NAICS) for this procurement is 238120, Structural Steel and Precast Concrete Contractors, with a size standard $15.0 Million applies. The project is scheduled to have a period of performance of three hundred and fifteen (315) calendar days after the Notice to Proceed is issued by the Contracting Officer. The solicitation (including any/all specifications and drawings) will be posted to FedBizOpps (https://www.fbo.gov/) on or about December 20, 2017. The bid opening is approximately scheduled for January 23, 2018. A pre-bid conference/site walk-through shall be conducted for this project and the time and date will be announced in the solicitation. All prospective bidders are strongly encouraged to attend. Pursuant to Public Law 109-461, this solicitation will be issued as a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. In accordance with VAAR 819.7003(b), at the time of submission of bid, the bidder must represent that it is a SDVOSB concern, a small business concern under the NAICS code assigned to the acquisition, and is CVE verified for eligibility in the VIP database.
