**THIS POST IS A SYNOPSIS. THIS IS NOT THE SOLICITATION. PLEASE READ THE SYNOPSIS CAREFULLY FOR ANTICIPATED SOLICITATION POSTING INFORMATION. THANK YOU. 5 DECEMBER 2017** (1) Action Code. Y - Construction of structures and facilities (2) Subject. ARP Roads Maintenance IDIQ (3) Description. USDA FS will award a multi-award (2-4 Contractors) IDIQ Contract for work necessary to complete the construction / reconstruction work projects on Forest Roads throughout the Arapaho Roosevelt National Forests and Pawnee National Grasslands (ARP). (4) Synopsis Period. 5 December 2017 through 20 December 2017 (5) Contracting Office Address. 2150 Centre Avenue, Bldg. E Fort Collins, CO 80526 (6) Product or Service Code. Y1LB, Construction of Highways, Roads, Streets, Bridges (7) NAICS Code. 237310, Highway, Street and Bridge Construction (8) Set-aside Status. Total Small Business (9) Proposed Solicitation Number. 1282AT18R0008 (10) Proposed Solicitation Period. Solicitation period anticipated from 11 December 2017 - 19 January 2018. All solicitation documents will be posted to FBO under the solicitation number at item 9. The actual due date will be shown in the solicitation. This period "proposed." (11) Site Visit. The Site Visit will be combined with the pre-proposal conference. See item 12. (12) Pre-proposal Conference. A pre-proposal meeting will be held. The current date, time and location is reflected in Section L. (13) Contact Point or Contracting Officer. Klenise Wallace, klenisewallace@fs.fed.us. All questions pertaining to this upcoming solicitation must be submitted in writing, via email to this contact. (14) Place of Contract Performance. This is a Forest Wide work project that includes all ARP Ranger Districts. Locations are numerous. The applicable counties include: Boulder, Clear Creek, Gilpin, Grand, Larimer and Weld. (15) Contract Type: IDIQ. All associated task orders will be Firm Fixed Price (FFP). (16) Contract Award Period of Performance. The anticipated period of performance includes a base period and four (4) option years. The base period anticipated is award through 31 December 2018. The optional periods will run 1 January through 31 December of every year following. An option year is not guaranteed. Funding will be based on task order requirements and are always subject to funding availability. (17) Contract Award Date. On or about 16 February 2018 (18) Contract Award Dollar Amount. It is anticipated that the range price of this contract will be (FAR 36.204): Between $1,000,000.00 and $5,000,000.00. This magnitude considers the following: Timeline (Base period plus 4 option years). Contractors shall have the **bonding** capacity for the applicable eligible task order requirements. Bonding is not required for the parent IDIQ contract. (19) Contractor. TBD following evaluation of competitive proposals. Two (2) to Four (4) contractors will be selected for this multi-award IDIQ contract. Contractor must have active registration in SAM IAW FAR 52.204-7. To register, go to https://www.sam.gov/portal/SAM/#1. (20) Additional Information. (20.i) Solicitation 1282AT18R0008. This solicitation or the projected contracts are not meant to replace any existing road maintenance contracts currently supporting the ARNFPNG at this time. Contractors with existing awards are still welcome and encouraged to bid on this project. (20.ii) Bonding is not required for this contract. Offeror shall provide a bid bond for the subsequent task orders, as required. Performance and payment bonds are to be 100% of the award amount. Refer to FAR 28.102-2. This guidance is in accordance with FAR 52.228-1. (20.iii) Cutoff for Questions and Answers. The cutoff for questions pertaining to this solicitation is Wednesday, 17 January 2018 NLT 1300 MT.
