Description
The Bureau of Reclamation (BOR) intends to negotiate a sole source contract with the Idaho Department of Fish and Game, 600 South Walnut Street, Boise ID 83712-7729 to provide continued management of lands acquired and transferred to the State of Idaho on behalf of Reclamation towards mitigating negative effects of wildlife habitat due to the construction of the Lower Teton Division Project and Mitigation Lands. The Teton Mitigation Areas are located in Eastern Idaho and are managed by the State of Idaho and include portions of the Tex Creek Wildlife Management Area (WMA), located to the southeast of Ririe Reservoir; Cartier Slough WMA, located north of Ririe Reservoir; and the Ririe Outlet Channel, located west of Ririe Reservoir. The Resource Management Plan (RMP) supporting this initiative addresses current and anticipated future issues to permit the orderly and coordinated development and management of lands and facilities and the water surface under Reclamation jurisdiction in the RMP area. The plan also serves as the basis for directing activities on Reclamation lands and the reservoir in a way that maximizes overall public and resource benefits, consistent with the purposes of the areas, and provides guidance for managing the area during the next several years. Following the construction of Teton Dam and Ririe Dam in eastern Idaho in the early 1970s as authorized by the Teton Basin Project, a search began for suitable lands to mitigate for wildlife habitats and big game winter ranges affected by these dams. Reclamation, other Federal agencies, and the Department worked together to establish the Tex Creek Wildlife Management Area (WMA) and the Cartier Slough WMA to mitigate for wildlife habitat adversely affected as a result of these Reclamation projects. Tex Creek WMA is a 34,065 acre mixture of Reclamation, Bureau of Land Management (BLM), and Department lands located approximately 20 miles east of Idaho Falls in Bonneville County, Idaho. Tex Creek WMA provides quality wildlife habitat for a variety of species, particularly critical winter range habitat for big game (elk, mule deer, and moose) and year-round habitat for upland game birds (e.g., Columbian sharp-tailed grouse) and many other wildlife species. The Idaho Department of Fish and Game (IDFG) is best postured and the primary agency to fulfill the aforementioned services. This contract action will include a four month base period with an anticipated 3/01/2018 6/30/2018 performance period along with four subsequent 12 month option year periods with the following anticipated 7/01/2018 6/30/2019; 7/01/2019 6/30/2020; 7/01/2020 6/30/2021; and 7/01/2021 6/30/2022 period of performance. The NAICS code for this effort is 924120. No small business size standard is established for this Sector 92 Public Administration Sector. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1), only one responsible source and no other supplies or services will satisfy agency requirements.
