- Notice of Intent RFP 18-250-SOL-00016 Title: Supporting State MCH Nutrition Programs and Supporting Childhood Obesity Prevention Programs in Rural Areas The Health Resources and Services Administration (HRSA)/Maternal and Child Healthcare Bureau (MCHB) intend to negotiate, on a sole source basis, with the Association of State Public Health Nutritionists (ASPHN) of Johnstown, PA. The Government will process this procurement in accordance with the procedures as outlined in Federal Acquisition Regulations (FAR) Parts 15 and 6. The purpose of the contract is to: (1) Develop and implement a Community of Practice on childhood obesity prevention in rural (Early Care and Education) ECE settings, (2) Coordinate the MCH Nutrition Council and expand state participation in the MCH Nutrition Council, (3) Support state Title V MCH nutrition programs' implementation of evidence-based and evidence-informed policies and practices and, (4) Assess state implementation of the National Nutrition and Physical Activity Blueprint. This requirement will be for a Base period of performance of 12-months with four 1-Year Option Periods. The ASPHN is the only national, nonprofit organization that supports the Maternal and Child Health Nutrition Council and has as one of its legal functions to focus on healthy eating and active living among the Title V/MCH Block Grant population. Association of State Public Health Nutritionists is a non-profit membership organization comprised of public health nutritionists and related professionals. In 2009, ASPHN (formerly ASTPHND) formed the MCH Nutrition Council, which is comprised of the MCH Nutrition Council Liaison in every state and territorial health department and in the District of Columbia health department as well as any ASPHN members interested in maternal and child health. In addition, ASPHN recently formed the Obesity Prevention Nutrition Council, whose purpose is to strengthen policy, environmental change, programs, and services to decrease obesity across the nation. Furthermore, ASPHN has extensive experience coordinating State Title V teams in projects related to nutrition and childhood obesity. Moreover, ASPHN has been coordinating the Pediatric Obesity Mini Collaborative Improvement and Innovation Network (CoIIN) (a program originally piloted by MCHB) for the past three years and many states participating in this CoIIN have rural areas. Additionally, ASPHN currently coordinates MCHB Children Healthy Weight CoIIN, which is engaging State Title V teams around children's healthy weight policies and practices. These State Title V teams are key stakeholders for the Community of Practice (CoP). The ASPHN, under FAR 6.302-1, deemed the only responsible source capable of providing the required work without substantial duplication of cost to the Government.
